The estimates are the highest offered by a Western official. But he noted that the signs Kiev was willing to re-enter into talks with Moscow provided a “a” window for negotiations.

Moscow's latest update in September said only 5 thousand 937 troops had been killed since the beginning of the conflict, with Defence Minister Sergei Shoigu dismissing reports of an apparent higher number of deaths.
General Milhouse's assessment is much higher. By comparison, 15,000 Soviet soldiers are estimated to have died in the 1979-89 Afghanistan conflict.
Ukraine has refrained mainly from providing the victims' figures. But in August, the commander-general of the armed forces, Valeriy Zaluzhniy, was quoted in Ukrainian media, saying 9 thousand Ukrainian soldiers had died so far.
“There has been a great deal of human suffering, ”, General Milley said. He also noted that between 15 million and 30 million refugees have been created since Russia began its invasion on February 24th.
The UN has registered 7.8 million people as refugees from Ukraine throughout Europe, including Russia. However, the figure does not include those forced out of their homes, but remain in Ukraine
