There is no room for negotiations with Putin's regime”, Zelensky wrote on social networks.
Zelensky's announcement comes in the wake of Russia's recent attacks on critical energy infrastructure in Ukraine.
Areas in at least three Ukrainian cities have been hit with power cuts following Russia's attacks on key infrastructure Tuesday, according to local authorities.
Putin's plan is said to be behind him to leave Ukraine in total darkness. The missile attacks have recently been intensified. This escalation by the Kremlin comes after Ukraine's successful counteroffensive.
