In the open competition by the Energy Corporation, 128 people had been accepted, many of them family officials from local officials and militants from the ruling party. In the competition they applied exactly 4668 people. The assessment commission had seen to it that they first accepted their family's first circle work. In the second, Vetevendosje militants had been hired.
After many media reports, and pressure from civil society, the competition was cancelled.
According to a KEK report, the independent commission for the evaluation of the recruiting process had recommended that the process be annulled by selection, written test results and oral interviews for all the announced positions and for the repetition of these stages for all candidates meeting the pre-competitive criteria. The independent commission consisted of an independent legal expert engaged in the European Union's project for reforms in public administration, an independent expert on the recruiting processes and KEK's legal official.
There had been some 230 complaints about the process.
Beyond that, the commission had also addressed the entire recruiting process, beginning with selection, written testing and oral testing, including public claims. Based on the findings, the independent commission has given recommendation for the annulment of selection, results of the written test and oral interviews for all 127 contested positions, based on which the decision was made by the chief executive of the Kosovo Energy Corporation”, KEK reported.
KEK had said that the selected candidates in the first phase would be announced individually and they would not need reapplied in the competition. However, the competition has not opened yet.
The selection of more than 100 people to hire has made headlines in Kosovo, following suspicions that most of them were relatives of people of power. Opposition parties had accused the ruling Vetevendosje Movement of appointing militants. Prime Minister Albin Kurti has denied the accusations.
On 5 April, the Constitutional Prosecutor in Pristina had announced that he has launched investigations into the KEK employment.
The prosecutor had said all necessary investigative actions would be taken in order to fully clarify these claims, validate the legal provisions in force./Periscopi/
