The Security Council is Russia's highest defence affairs decision-making body and is personally headed by Putin.
The humiliating explosion of the Kerci Bridge has caused angry Russian officials to call for attacks in large cities and to launch a large-scale war in Ukraine.
The massive explosion on the 19km bridge killed three people and cut off a vital supply line for Russian forces on the southern Ukrainian front.
Western officials believe the Russian leader will now seek revenge for the explosion and fear that “the bribing could be nuclear”.
Putin will meet with 12 of the most powerful people in Russia, including his defence minister, Sergei Shoigu and FSB Director Aleksandr Bortnikov.
He held a Security Council meeting just days before the aggression on Ukraine began.
Other members of the council include Putin's close ally, Dimitry Medvedev, Foreign Minister Sergei Lavrov and the heads of the Russian Parliament's upper and lower chambers.
