This is the first time Macro spoke of the doctrine of nuclear weapons prevention. But despite his threats, there has been no indication that Russian President Vladimir Putin will use nuclear weapons.
The French leader said Putin should discuss peace in Ukraine and that he thinks Kiev will have to negotiate with him at some point.
“Today, first of all, Vladimir Putin must stop this war, respect Ukraine's territorial integrity and discuss peace”, he said.
