CEC does not recognise two GUXO party elected leaders

This party's September 7th 2022 assembly in Pristhia is emerging to have developed outside the rules that are defined in the CEC's internal regulations on registering and certified political parties.

A series of violations found in the CEC's Office's Report 10 for the registration of political parties and Certificate of the CEC are found in a series of violations in the party's election coalition, Guxo.

The report's biggest remarks are on the vote and the election of two party leaders, Guxo. According to monitors, the issue was even paved as concern by some participants, but Donika Grovalla argued that there are such examples of two-headed parties in Germany as well.

In the report, it is said that on September 13th, 2022, the representative of the GUXO political party has delivered material from the Parliament to the Office, and on the part of the announcement of the amendments, in which the mayor is to be signed, Faton Peci has been signed.

“According to the explanation of political party representative Guxo, the vote of the two mayors was more political, and that in the political arena, Guxo will be represented by two mayors, Donika Gervalla Schwarz and Faton Peci, who have been voted in the Assembly, while legally Guxo is represented only by Faton Peci” says in the report.

In the Office's further recommendations, it is said that amendments to the statute and legal adaptation are not in line with the Rule of 012013, so considered a violation.

“Zyra estimates that changing the political party's Statut to allow the party to have more than one chairman is a violation of the 012013 Rule for Regime and the action of political parties, more precisely every article where the mayor is mentioned as a single person. So this rule in no article highlights the possibility that a registered political party could have more than a head of” is said in a report on the work of the GUXO Political Party Election Assembly, dated September 14, 2022.

In addition, the report emphasises, all official office documents -- starting with those for the composition of regular obligations until election ones -- are required in the writing of a president, and the Office legally recognises only a head of a political party.

On the basis of these findings, the Office for Registering the CEC Political Party recognises the process of selecting two party leaders, Guxo, as invalid.

The “Starting from what was said the highest, in line with Article 14, paragraph 3 of the 01-2013 rule, which stresses that the change of the political party's Staut that is not in line with this rule is invalid. The office finds that the amendments to the Statut of the political party Guxo, who have emerged from the first founding Parliament of September 7th 2022, are invalid, and therefore the vote by the two mayors is considered unworthily”, reportedly secured by newspaper 10.

In the end, the Office recommends that the legal statue of the political party Guxo be consulted by the one with whom the political party is registered.

The CEC's Office for Registrating of Political Parties recommends to the political party Guxo that within 45 days ensure the election of a single political party chairman in line with the political party statue.
