The legal and constitutional affairs owner, Albert Kransiqi, has criticised the Kurti Government bill to establish an inspector who would enter the office of public officials in administration without permission, without warning and would control.
For Mr. Krasniqi, this bill is a goal for blackmailing public officials in the administration.
Mr. Krasniqi:
Reforming public administration in Kosovo is necessary. In addition to overloading, in many cases the recruiting has been done on clientistic and nepotistic grounds.
In the Administrative Inspectation Bill, the Government is planning to establish an inspectorship that through its inspectors I will control and discipline public officials and all state administration.
These inspectors have the right to enter every public official's office and have access to their equipment without warning, without permission, and regardless of working schedules. Inspection can last 30 days and more for special occasions. There could be a re-inspection.
During the inspection process, inspectors check and can get all the documentation, interview the parties and witnesses, photograph people, copy audio-video recordings and other documents.
The inspector has the authority to initiate disciplinary procedure against public officials, to pronounce fines (500-700 euros), the fine can be pronounced repeatedly, to interrupt the work of the public official.
The public official's complaint examines the political level, a commission appointed by the Interior Minister, respectively. If reporting is considered false, the costs of the procedure are charged to the side. This inspectors more resemble an internal police officer who aims to blackmail and exert psychic pressure on public officials than is aimed at establishing order in public administration. All inspection areas are currently covered through other laws.
