Germany's Ambassador Jorn Rohde, and France's Ambassador Marie-Christie Boutel, have come up with a common position inviting Kosovo and Serbia to follow the example of reconciliation between France and Germany as a result of the “Elysee” treaty.

This article points out that both states, France and Germany, have been at war with each other for years, but have managed to find reconciliation. The reconciliation, Rohde and Bultel, say it is vital both for Kosovo and Serbia on their way towards development and integration into the European Union.

Both diplomats say it is wrong to think that the current status situation is good for either side.

The “is a sclerosis and an obstacle to the development of the two countries -- a risk of instability for the region and for Europe as a whole” -- says the joint writing of Rohde and Butel.

While stressing the strong support of Germany and France on the road to reconciliation, the two ambassadors have invited Kosovo and Serbia to receive inspiration and engage in the dialogue process mediated by Miroslav Lajcak.

Rohde and Bultel have further said that the parties must make constructive proposals in the process of dialogue that preserve the future and mutual interests of the two states, since, according to them, only through dialogue can trust with respect for each other and for past and future agreements.

On January 22, 2022, we celebrate the anniversary of the Elysée Treaty between France and Germany, as the cornerstone of today's Franco-German reconciliation and peace, as our two countries had been at war three times within 70 years of war that caused millions of deaths on both sides. Less than 20 years after World War II, French and German political leaders under President De Gaulle and Chancellor Adenauer showed an inhospitable commitment to close the darkest page of their common history and sign an orient treaty towards the future, focusing on a better common future for future generations.

This treaty, for example, enabled the establishment of the Franco-German Youth Office (OFAJ / DFJË). The Elysée Treaty also laid the foundations of the tight Franco-German partnership and the European project we have built together with our European friends since 1951. This enabled us to ensure lasting peace and shared prosperity within Europe. Peace and prosperity arose from the will of European governments and peoples to overcome the recent tragedies of our history.

Today we find inspiration in the history of France and Germany and in the successful reconciliation of our peoples even for our engagement in Kosovo and the Western Balkans. To aspire for membership in the European Union also means to integrate this dimension of European construction. The European Union could not have been built without the will of peoples to live together.

This is the inspiration for our continued support in favour of the Regional Youth Co-operation Office (RYCO) in the Western Balkans. For the present and the future, it is essential for young people to get acquainted with each other, for current cliches and prejudices to be refined, and for young people of all backgrounds to absorb the taste and habit of exchange, conversation with each other, work together, thus living together in this region in the heart of Europe.

This inspiration is also why we have supported regional integration in the Western Balkans, for example, through the implementation of the joint regional market, the Berlin Process and commitments approved in Sofia. Regional co-operation is essential for economic growth in the region, which is essential to ensuring long-term stability and to provide young people with prospects and opportunities in this region.

This regional integration is, as we know the French and Germans, also a reason and a benefit of reconciliation. It's a virtuoso circle that starts as soon as the first steps have gone down hard. Therefore, we are convinced that it would be wrong to think that the current status quo between Kosovo and Serbia is good for everyone. It is a sclerosis and an obstacle to the development of both countries, a risk of instability for the region and for Europe as a whole.

Kosovo and Serbia are Europe, the Western Balkans is in its heart. The European Union and its member states, at the forefront of which France and Germany are, offer strong support to Kosovo and Serbia, which are destined to integrate into our Union.

So today we invite Kosovo and Serbia to take this inspiration to fully engage in the EU-launched dialogue and Special Representative Miroslav Lajčac. This is the best path towards peace, prosperity and the EU. It is in this dialogue that constructive proposals must be made, which preserve both countries' future and mutual interests, as well as the citizens of both countries. Because through this dialogue trust can be built with respect for each other and for past and future agreements.

France and Germany will continue to be there to support dialogue between Kosovo and Serbia, as well as all reforms that bring both countries closer to European integration, to the best of democracy and all European citizens.
