Today, the record of positive corruption cases in Kosovo has been recorded. One thousand and nine citizens have come up positive on the COVID-19 test.

As a result of increasing the number of positive cases over the past few days, the Government of Kosovo has held today the meeting at which it has decided on new anti measures. - CO VID.

According to the Government of Kosovo, measures to preserve public health and protection from COVID-19 have proved necessary to limit COVID-19 transmission and reduce deaths.

The observance of weddings, engagements, family parties and proms is allowed by 0100. The organisation of weddings, engagements, family parties and proms is allowed on condition that 50% of space capacity is exploited, but no more than 300 (300) invited in cases where 50% of space capacity exceeds that number. This decision is said to be based on the assessment of the epidemiological situation and health system capacities to respond, but also by assessing them in light of the effects of these measures that can have on the general welfare of society and individuals.

  1. [Territorial implementation]

 

This decision applies throughout the territory of the Republic of Kosovo.

  1. [The entry and exits of foreign citizens from the Republic of Kosovo]

 

Foreign citizens who enter the Republic of Kosovo, including those with temporary or permanent permission in Kosovo and who come from high-risk countries according to the official list of the Kosovo National Public Health Institute ( They should have a test. RT- Negative PCR for COVID-19 made in the last 72 hours, based on the principle of reciprocity.

  1. [Protection and security at work]

 

Pregnant women are released from their obligation to perform physically at work. Public or private employers are instructed to create an opportunity to work at home.

C. [General measures of protection and hygiene]

 

Public and private institutions, as well as other subjects, are subjected to holding hand disinfectant and an amount of masks at available locations, at the entrance of the object, as well as in domestic environments.

The Ministry of Finance, Labour and Transfers is instructed to free all beneficiaries of social and pension schemes, managed by MPT by regular submission to relevant offices for ID purposes, as required by relevant laws.

Closed collections are allowed (gathering, seminars, training), provided 50% of space capacity is exploited. The organizer is obliged to maintain a three-foot physical distance between people.

Outdoor gatherings are allowed, massive / social gatherings (festivial, concerts, etc.) provided 70% of space capacity is exploited.

  1. [Entering, Exploiting and Organising Certain activities ]

 

From August 20, 2021 to September 10, 2021, entry into nightclubs, discotheques, and partying facilities (dasma, engagement, family receptions, etc.), gatherings, mass gatherings (festivals, concerts, etc.), which have a capacity of over 100 persons, as well as the organisation of these activities are allowed only if customers/repartees possess one of the following evidence:

23.1. Inoculation certificate for full vaccine or taking a dose

 

against vaccine COVID-19;

 

23.2. RT-PCR negative test for COVID-19, no older than 72 hours;

 

23.3. Evidence that the person has passed COVID-19 (test RT- Positive PCR released no more

 

less than 21 days and no more than 180 days or positive results of the test

 

 

Serological antibodies ) IgG, released mostly 30 days ago;

 

23.4. Quick negative antigen tests no older than 48 hours.

 

From August 20, 2021 to September 10, 2021, one of the evidence cited at point 23 must be possessed by all workers within the business/exposed activities at point 23, which are in direct contact with customers.

Business responsible persons/works suggested at point 23 are obliged to appoint a person who will control possession of at least one of the witnesses according to 23rd.

People under the age of 18 are not obliged to possess any of the supposed evidence according to point 23 unless they enter nightclubs and discotheques.

Depending on the epidemiological situation, the deadline set at 23rd can be changed, as well as other businesses/activities may be involved.

G. [Gastronomia]

 

Gastronomial services are allowed to carry out their activities in line with the relevant guide. In closed spaces, up to 50% of space capacity is allowed. In open spaces use of up to 70% of space capacity. The area is counted for food and drink areas.

Gastronomial services are allowed to carry out their activity according to their regular schedule, in accordance with Article 40 of Law No. 2004/18 for Internal Trade and relevant municipal regulations.

Local responsibilities should ensure that the distance between customers at different tables is at least a (1) metre.

The back of a chair with the back of the other chair should be at least three feet away.

There are up to four people on the table in closed spaces. If the tables are larger than two feet (2) m), then the prerequisite is to use space by respecting the restriction of five (5) to 10 m2.

The food and drink service is permitted in closed spaces for guests who are sitting or standing at a table or bar.

People on the table, bar, or desks on foot are allowed up to six (6) in outer spaces.

Each table should be equipped with disinfectant that contains at least 60-70% alcohol.

Guides should be placed in the locals' outer spaces regarding information to customers about the anti-provision protocol. COVID-19.

  1. [Trading Centres and Other Economic Operators]

 

Commercial mall activity is allowed according to their guides.

All operators, who for economic activity have large-scale and retail trade, are engaged to determine the maximum number of local customers at the same time according to rule 1 person per 8m2. Theatres, libraries, orchestras, galleries, assemblies, ballet, cinemas, youth centres, museums, culture centres with similar MKRS or Communists subordinates are allowed to work using 50% of the space/size of relevant objects for all activities (both during performances and during exercises).

  1. [Sport and recreation]

 

The organisation of sports events and exercises in terms of protocols and recommendations of world organisations for organising sports events and with protection measures of the Government of the Republic of Kosovo.

The presence of viewers of as much as 15% of the object or sports space's capacity is allowed in contestary activities in closed spaces (a sports hall, swimming pools, other closed spaces) by respecting the distance size of 1.5m and other safeguard clauses.

The presence of viewers up to 30% of the object's capacity, or sports space (stadium, sports halls, pools, other closed spaces) is allowed in contestary activities, respecting the distance size of 1.5m and other safeguard clauses.

Race organisers are obliged to take specific measures, in line with international protocols, for mass management (phose) before, over, and after entering sports space.

The exploitation of finals, gyms, and similar activities is allowed for individual recreative activities, according to the guide.

Exploitation of finance, gyms and similars is done in proportion to 1 client at 8m2.

The Ministry of Health is committed to extracting temporary, general and special guides for the prevention and fighting of COVID-19, as follows:

50.1. Acting guide to apply general measures for preventing and fighting COVID-19;

 

50.2. Acting guidelines for the personal services sector and businesses, industry, public administration and NGOs;

 

50.3. Acting guide for educational institutions of all levels;

 

50.4. Acting guide for gastronom, hotel, retail sector and shopping malls;

 

50.5. Acting guides to religious gatherings, funerals, workshops and cultural activities,

 

50.6. Early guide for fines, gyms and other recreation and sports;

 

50.7. Early public transport guide;

 

50.8. Early guidelines for health care institutions;

 

50.9. Acting civil aviation guide;

 

50.10. Acting guide for correctional institutions, asylum centres and foreign maintenance;

 

50.11. Acting guide for weddings, engagements, family parties and prom.

 

Guides from 50 points are mandatory for all persons and sectors to which they apply.

The Ministry of Health is engaged in explaining the points of this decision in the event of need.

  1. [Zeighing]

 

The Minister of Health is engaged, AUV and Kosovo Police, in co-operation with emergency municipal headquarters, to oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until I6:00 hours).

The Ministry of Health, KSKKKK and IKPK are subjected to the Office of the Prime Minister's weekly Report (every Friday by 1600) for the implementation of measures, the state of health institutions, the epidemiological situation, and the predictions for the next two weeks.

The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Combating of COVID-19, on the territory of the Republic of Kosovo to issue operational decisions, depending on the epidemiological situation and IKKPK recommendations.

Kosovo Police and responsible inspectors are under way to oversee the implementation of measures, other decisions and relevant guidelines in the implementation of Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.

For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/ L-006 for the Prevention and Combat of Pandemi-19 on the territory of the Republic of Kosovo and other laws in force.

The only authority that can interpret this decision is the Ministry of Health, so any other institution can provide clarifications to the respective categories for which this decision is applied, only after the health ministry's adoption of that clarification.

Public health conservation measures and protection from COVID-19 have been proven necessary to limit COVIDD's-19 transmission and reduce deaths.

According to recent reports by the Kosovo National Institute of Public Health, the epidemiological situation with COVIDD 19 in Kosovo presents an increase in cases of COVID-19.

In such a situation, referring to current data on the epidemiological situation and recommendations of IKCPK, the Government has balanced the interest of preserving public health and economic interest, taking measures which on one side enable increased economic activity, while on the other control and prevent distribution of COVID-19.

The available scientific data shows that those who have been vaccinated, have passed the disease, or have a negative test have much less risk of spreading the virus. Therefore, the government has taken the aforementioned restrictive measures, with the aim of controlling and preventing the spread of COVIDD-19, in activities and businesses that could be superdisplacent of infection.

The measures taken are in proportion to the health risks caused and appropriate to the circumstances of time and country and based on authorizations of Law No. 07/ L-006 for the Prevention and Combat of Pandemia Covid-19 in the territory of the Republic of Kosovo. Measures taken through this decision do not determine, in any case, the obligation of mandatory vaccine, since restrictions imposed on the public can be met with the presentation of the vaccination status, the result of a test concluding that the person is not infected with COVID-19, or that the person is marked by COVID-19 and has sufficient antibodies.

 

Decision to Measures Against COVID-19 is based on the assessment of the epidemiological situation and health system capacities to respond, but also by assessing them in light of the effects of these measures that may have on society's overall welfare and individuals.

The Health Ministry has co-ordinated decision-making with the parties of the Interes, which have been directly or indirectly influenced by the pandemic. The government notes that these sides have exercised their right to democratic influence in decision-making, in accordance with Article 45.3 of the Constitution.

Reviewing the measures has been made with emphasis on targets:

epidemiological situation these past weeks;

Prevention of spreading infection with COVID-19;

Not affecting economic activities, but prioritizing the preservation of life and population health;

Maintaining the mental and physical health of citizens.

The measures set out in this decision, as well as deadlines, serve to keep the epidemiological situation under control but do not rule out the possibility of taking new restrictive or extenuating measures.

 

Therefore, on the basis of recommendations provided by the IKKPK, the ministries of the line, the parties of the Inteʹreʹs and relevant experts were put on the basis of this decision.
