America tells Kosovo and Serbia to take Columbia's example for Weyman: What is that?

It is proposed that the Columbia River Treaty between the United States and Canada be taken as an example, Periscope follows.
“We propose that, Serbia and Kosovo consider the technical co-operation conducted under the Columbia River Treaty between the United States and Canada amid water supply, flood control and energy agencies, and the molding of institutional needs for supporting such a commission on the Iber/Ibar River.” is said in the report.

The treaty cited is the 1961 agreement between the United States and Canada on the development and operation of dams in the upper part of the Columbia River base for flood and energy control in both countries.
Four dams were built under the treaty - three in the Canadian province of British Columbia and one in the American state of Montana.
Such a thing would therefore imply that Kosovo and Serbia together control Weyman, even though 85% of it is on Kosovo's territory. /Periscope
