But despite that, the Special Appeal Court, with the decision that KLA leaders not be released from custody, has expressed dilemmas in Kosovo Police professional capacities.
Judges have voiced doubts that police have no ability to monitor the accused's private communications if they are released in domestic arrest.
Experts in Kosovo are not agreeing with this special stance.
Mentor Hoxhaj from the Private Cyber Security Community says Kosovo can control private communications if required.
“Institutions, relevant legislation, have necessary instruments, appropriate legislation to conduct legal wiretaps. There is real challenge in surveillance of electronic communications, a challenge that is easily resolved if the internet is cut off or internet monitoring” is done, Hoxhaj says for RTK.
The former director of the Kosovo Police, Sheremet Ahmeti, deems the Special's suspicion unfair in police capacities.
The dilemma is unnecessary, because Kosovo Police are professional and carry out their duties, at last EULEX is a help in the event of need, but police are ready to implement all their duties. We have been at international conferences where officials have given expertise to many colleagues in the area of surveillance monitoring”, former chief of police Sheremet Ahmeti has said.
Professor of criminalism Fitim Shishan says the subject of the Special is paradoxical.
“Each institution from outside or inside, when it wants to know the capacity of the Kosovo Police is good to address with a letter of competent bodies such as MPB or the Kosovo Police and ask whether you have those capacities and they will give answers. Their argument is a little paradoxical”, Shishan stressed.
Special dilemmas came after the letter that Police Director Samedin Mehmeti had sent to former Justice Minister Selim Selimi, where he pledged they could implement any court ruling.
