President Putin's spokesman, Dmitry Peskov, expressed regret over what he called “serious remarks by US President” making it clear, as he said “ai did not want to normalise relations”.

“We will continue in line with the” circumstances, Mr. Peskov said in a teleconferencing with journalists, claiming that “such a thing had never happened”. He did not answer the question of whether Russia could go far enough to sever diplomatic relations with the United States.

Russia announced Wednesday that it would withdraw its ambassador to Washington for consultations.

The deputy head of the Russian Parliament's upper house, Konstantin Kosachev, said the strange “Declaration of President Biden marks a turning point.

“Such considerations are unacceptable to a state man of his rank”, Mr. Kosachev said. “Such statements are unacceptable under any circumstances. They inevitably lead to a strong deterioration of bilateral ties”.

Mr. Kosachev warned that Russia's response would not be limited to calling Russian Ambassador “if the American side did not offer explanations and apologise” on comments. But he did not discuss what other action the Kremlin could take.

Commenting on Russia's move Wednesday, White House spokeswoman Jen Psaki stressed that: “we will be direct, we will talk openly about areas where we have concerns and, of course, as the President said last night, the Russians will take responsibility for the actions they took”.
