Tolaj says the same is being done in Kosovo.
However, Tolaj is considering it unnecessary to carry the mask into open environments.
Tolaj considers that there is no reason neither logical nor scientific to force people who walk on the road to wear masks until they are seated in cafes near the road, without masks.

Open-air masks unnecessary
Masks have become a recognition and topic of discussion throughout the world today. Countries that have run out of ideas and opportunities to influence the performance of the David 19 pandemic as a safeguard against infection. The authorities in Kosovo are doing the same. But in this attempt to get quick results, so that Kosovo is not considered Europe's black sheep, recommended measures are controversial and even unnecessary.
The mass of forced wearing the mask in the open is one of them. There's no reason for science or logic to force people who are walking down the street to wear the mask, while those who are sitting on the coffee shop are on their way to be completely uncharted. Even if this measure in this way can in fact prevent the infected of any person, it is insignificant in real life. Because, the largest number of Twitter infections is going on within families, or after long-term intensive contact with the infected outside families. And the road does not represent such a situation.
The mask should be carried where there is population density, where social distance is not possible to maintain. And this is not the situation with the open environment, the streets of the city; just like it's not even the case with the sitting on the coffee tables and restaurants in the open environment, where nobody's wearing a mask.
The measures of forced wearing the mask should be required for closed facilities, whatever they may be, and mainly if staying in these closed spaces is longer than 15 minutes. On the contrary, the measure loses meaning and produces the effect of rejecting the same measure and other measures. Measures should be balanced and reasonable, not one that makes life unnecessary more difficult than pandemic itself.
