The government makes decision to open borders with neighbouring countries despite the COVID-19 situation

The Kosovo government, led by Prime Minister Avdullah Hoti, in accordance with the Labour Order, has held corresponding, 24 consecutive meetings, in which it has adopted bills, decisions and other documents of the area of constitutional and legal responsibilities. The completion of the Law for Official Festivals and [...] has been approved at this government meeting.

The Kosovo government, led by Prime Minister Avdullah Hoti, in accordance with the Labour Order, has held corresponding, 24 consecutive meetings, in which it has adopted bills, decisions and other documents of the area of constitutional and legal responsibilities.

The completion of the Law on Official Festivals has been adopted at this government meeting, and the opening of borders with neighbouring states has also been established, writes news.

The decision to open borders will also be handed over to relevant institutions to be assessed according to the current epidemiological situation in the region.

The government has prosecuted the Republic of Kosovo's decision on the legislative initiative for the Bill for Change and completion of the Law for Official Festivals in the Republic of Kosovo. The opinions of the Ministry of Finance and the EU Law Department are included in the government's opinion. According to relevant proceedings, all high-level institutions have conveyed their opinions and statements according to the relevant scope. In the course of this, the Government of the Republic of Kosovo recognises the legislative initiative initiated by proposal deputies of the Republic of Kosovo for adopting the Bill of Change and fulfilling the Law for Official Festivals in the Republic of Kosovo, through which the legal basis for the August 24th notice of Egyptian Day is established.

The government considers it necessary that this bill should be completed and changed, and Article 4 will be completely deleted and reformed as follows: “when the days of the official holidays referred to in Article 2 of this law fall on Saturday or Sunday, there will be no days of rest for the next days of work”.

Also, the Government's opinion has been prosecuted in the Republic of Kosovo Assembly, as well as the legislative initiative for the Bill on Change and Fulfilling the Law on General Elections in the Republic of Kosovo. The government has received opinions from the Ministry of Finance and the EU Law Department, which have conveyed their opinions and statements according to their respective scope. The government of the Republic of Kosovo praises the legislative initiative initiated by proposal deputies of the Republic of Kosovo for adopting the Bill for Change and Fulfilling the Law for General Elections in the Republic of Kosovo, but considers it incomplete to improve the process and election organisation procedures in Kosovo. The Kosovo government considers this legislative initiative should address all issues that have been identified as irregularities during monitoring election processes by international and local monitoring organisations.

The Bill for Ratification of the Agreement has been adopted between the Republic of Kosovo and the International Development Association in terms of financing of the Programme: Promotion and Planning of Water Insurance Options. The bill aims to ratify the agreement, which is signed on July 13th 2020 and provides Kosovo with a loan in the amount of 250,000 euros.

The government's approval has also taken the decision to reshuffle the National Economic Development Council of Kosovo. Under the appointment decision, changes to the National Council for Economics and Investments and consists of:

The government has approved the decision to cover the destruction of border security police for all fellow countrymen and foreigners entering the territory of the Republic of Kosovo. The government will subsidise the month-long security police released within the period 01.08.20 -- 31.12.20. With the same decision, the inter-initive task force has been established for taking appropriate measures and preparing the conditions for application in the green card.

At today's cabinet meeting, the government has approved the report on the level of execution of projects financed by international borrowing. According to the report, the state of public debt on June 30th 2020 was 1 billion and three hundred and fourteen million and one hundred and twenty thousand euros, of which 426.62m 137 euros are international debt, while 884.51m domestic debt. This accounts for 18.17 percent of Bruto's local production.

Decision to open state borders of the Republic of Kosovo with the Republic of Albania, Republic of Northern Macedonia and the Republic of Serbia has also been adopted

The concept of the document establishing the European Integrity Agency under the Office of the Prime Minister has also been considered and adopted. The document concept analyses the situation created following the reshuffle of the Government of Kosovo and the collapse of the European Integrity Ministry. Praising that the process of European integration for the state of Kosovo is vital and given the need to co-ordinate the implementation of the Republic of Kosovo agreements with the European Union, the Organisation of the European Integrity Agency is recommended.

The document's concept of infectious diseases has also received government approval at today's meeting. This concept recommends completing and changing the current Law on infectious diseases, which will enable a just management of infectious diseases on the part of health professionals, including prevention, risk reduction, and spread, as well as the adequate treatment of infectious diseases. Complete the changes will also enable the establishment of co-ordination organs for managing and fighting infectious diseases in the republic of Kosovo.

The government of the Republic of Kosovo at today's meeting has also adopted the decision to approve the criteria for financing of municipal projects from the municipal programme for development of socioeconomic infrastructure. The financing will be based on these criteria: At least one public meeting held with citizens during 2019 (appreciated by 20 points); At least 10 meetings held by municipal assemblies during 2019 (worth 20 points); The functioning of permanent committees in the municipality (appreciated by 20 points); Budget implementation for 2019, minimum 50 percent (appreciated by 20 points); Rating the legality of the acts be in full harmony with the legislation in force (appreciated 20 points. The municipalities that realise over 60% of the criteria are selected as potential competitors for the benefit of funds, while the draft proposals should be capital and infrastructure projects up to 50 thousand euros.

With the decision approved by the Government of Kosovo, the Ministry of Health has been authorised to comply with the change of Administrative Guide for Organising, Building, Determination of Health Care Services and Activity by exceeding procedures that are defined by the Government of the Republic of Kosovo's work and the regulation for the Government Legal Legal Service. Fulfilling the changes would enable primary health care institutions in Kosovo to test for the presence of SARS-CoV 2 antigens or SARS-CoV 2 antibodies 2.
