After increasing the number of affected with the COVID-19 virus, Hoti wanting to lift his responsibility from himself as prime minister and his government, is constantly citing the State Declaration. Incredibly, which cannot be initiated nor made by him as prime minister.

Republic Security Council Kosovo, just for long Status Incredibly, it operates executive functions that are limited to functions that are especially connected to the extraordinary situation. But these sources teach that Prime Minister Hoti has invited the Council meeting on Sunday (April 15th) at 3: 00 p.m. Security to discuss this alarming situation, this invitation is too late anyway. However, before the Security Council is invited to make any decision tomorrow, the constitutional and legal basis is very clear and confirms that without the consent of the president, neither the prime minister can take such an action. This means that the Prime Minister must first agree with the President to declare the state of affairs.
