Prime Minister Oversurpass Constitutional Capacity, Foreign Status Declared by President

After increasing the number of affected with the COVID-19 virus, Hoti wanting to lift his responsibility from himself as prime minister and his government, is constantly citing the State Declaration. Incredibly, which cannot be initiated nor made by him as prime minister.
