In order to announce the immediate situation in the country caused by pandemic and implementation of the measures, Ombudsman Hilmi Jashari has visited the National Public Health Institute of Kosovo ( IKPK.
The ombudsman was informed by IKKPK's director, Mr. Naser Ramadani, with the latest situation caused by the pandemic and the challenges they face. The major concern has been expressed over the large number of citizens infected with the COVID-19 days, and fears of exiting the situation from control.
Founded in this emergency situation, based on the rise of rapids of those infected by the COVIID-19 days, public health implications and no doubt impact on right to life, I address them with Apel as never before, with discipline itself, to reparably respect the measures recommended by the government and the IKSCPK, in order to grant priority of the right to life.
While the country's Constitution guarantees that “fundamental human rights and freedoms are inseparable, incompatible and incompatible and are the basis of the Republic of Kosovo's judicial order”, the impact of pandemic on general public health and the seriousness of the situation requires measures that would not be reasonable under the rule of human rights under normal circumstances. In the situation we find ourselves in, human rights can guide balanced decisions between the protection of the lives of citizens and health and, on the other hand, the protection of freedom of movement and public interests.
It has already been made public, as has the “Manufactual for protection from the spread of the COVID-19” virus, released by IKKPK, and contains clear guidelines for citizens on how to continue protecting themselves from the virus.
The ombudsman appeals to all citizens to respect the required and simple measures: wearing the mask, social distance, and personal hygiene can distance us from this situation that we still do not know how it might end.
We stick to measures and respect our rights, respect the rights of others.
