Kosovo's government, led by Avdullah Hoti, has again restored the issue of Telekom privatisation.
As in Government Kurti was not the privatisation of this public enterprise at any point in the governing programme, at 5.7th point in the Government programme. Hoti has also stressed the privatisation or sale of shares of public enterprises, including Telekom.
“In Kosovo Telecom should be considered partial privatisation with a clear strategy following the current situation's sancing, but prior to privatisation the heavy status and improving performance in order to increase intility for strategic investors and renomes in the telecommunications field”, says at the point for Telekom, in the Hoti Government programme.
Linked to the privatisation of Kosovo Telekom, Economy and Environment Minister Blerim Kuci says his goal lies with the company is to increase performance with existing mechanisms.
He says they should initially choose the regular board, as this phone company is operating on temporary board that has a mandate of only six months.
And then we're going to go with a legal process in a row by measuring their performance by having a physical reality or deep analysis in this company and then other elements that are important, we're going to debate in the government and then we're going to make a decision... these companies operate with temporary boards that have a six-month term and we're bound to choose regular boards, then manage within these companies and look at performance. . I think that the first thing we have to do is we have to fix as much as possible the performance of this company and then take a parallel look at privatisation, but without fixing the performance issue of this company I had not taken this action... Mine as minister and this government is to increase the performance of this company with the existing mechanisms as much as possible, if not, then there should be other” decisions, he said,
While representative of the Riinvest Institute, Muhamet Mustafa says that first before the privatisation of Telekom is considered, an analysis must be made to see the cost and benefits and then go on.
He says that if the privatisation of this company is profitable, of course it has to happen. However, he insists that privatisation should happen only partially.
A partial privatisation if restructuring funds come and a partial privatisation is made, not the majority of the shares, but the partial will be useful, but a feasibility study must be made for the removal of privatisation, as well as the introduction to privatisation. It has to pay off costs and benefits, and if the benefits are better for society, why not be privatised, if the benefits are best off from privatisation, it can keep on budget, then let it be maintained. It needs to be done by speaking, not by political prism... certainly it has to be done, it has stalled technologically, in terms of products, in terms of competition, it has to be done, but now it needs to be analysed and it needs to become some of the investments and to increase the value of Telekom and then go to privatisation, or to find a partner with which, for example, the European Bank for Reconstruction has been like it invested some means become a repeat privatisation and then goes to privatisation”, he said.
And for economic information, Bardh Ahmeti is the last time that the privatisation of this phone company will occur.
Ahmeti has proposed that, in addition to this company, the government will do a restructuring of the company, increase capital investments in the company, greatly lower costs, etc.
The last time Kosovo Telecom is privatised, especially after recent discussions have been about its sustainability. All theories confirm and examples from countries in the region that have inherited the social countries' economic system show that public enterprises are more efficient if privatised. Their success is greater and more guaranteed if it is led by the private sector. Therefore, we believe that this initiative is appropriate, but it requires great commitment, no hasty steps to go through a process of preprivation, where the government takes some steps to establish the value initially and sustain the public company of Telekom, then enter the privatisation process... We propose that Kosovo's new government make a restructuring of the company, to increase capital investments in the company, to significantly reduce spending, to also make a review of human resources, since it is expected of a high-employment of some employees to be reformed towards their strategic orientation that will be defined in the coming years”, he said.
Kosovo's telecom has been subjected to two privatisation processes, but none have been successfully finalised.
