Pako Emergency Misuse Warned of MFT and Several Companies

For this, the Ministry of Finance and Transfers is aware and has acknowledged that some companies may have benefited without meeting the criteria of this Pako, until they let it be known that a company that has taken the means in the name of workers unjustly has already begun to pay back the money.

Although leaders of the Kosovo Chamber of Economics are seeking from the State Prosecutor to launch investigations into possible abuses made by companies or the Ministry of Finance and Transfers.

Even the Private Sector Union is warning that early next week they will file charges against the Ministry of Finance, which has enabled private companies to misuse state budget tools.

Deputy Minister of Finance and Transfers Agim Krasniqi says they have information that these companies are against being paid off by the state budget and have realised the revenues from the public sector, have put workers on the list for the 170-euro measure, under which they had no right to apply.

It adds, however, that only companies that were closed at this time have been right in these tools.

Our first description was that these companies, we get the information, get the tools back. I know a company started to get the tools back. We've also had cases and information telling us that a large part of companies called "Call Center" ( call center) have been forced to work from home and that their activities have developed as normal conditions. So these guys had no right to apply. Unfortunately, the information tells us that they are of the workers, that these companies have applied and threatened the workers, that the company in the next month will have to stop this 170 euros from the state, and that it will only be given another portion of compensation, regardless of what they have worked and benefited”, Krasniqi says.

He is claiming that two violations have been committed by these companies, for not declaring the event and not paying taxes, and misuse of public money because workers stop this 170 euros.

Krasniqi is even warning measures if these companies do not return the money.

But Krasniqi is not seeing it reasonable to sue the Ministry of Finance and Transference, even though the latter holds responsibility for verifying further legal applications and procedures against those fraudulent companies.

What with the financial ministry's indictments, I'm clarifying the Ministry of Finance and Transferences is extending an invitation to all companies not cheating. We're giving them the opportunity that if they've done such actions, maybe even since I didn't know how to improve that, otherwise, like the Minister, we're going to look at all the procedures and legislation that I've asked for today by the ATK director to prepare an information about what and how we're usually following these companies. Still, I'm inviting you to take advantage of the case, make improvements, if not, then with legal procedures will be followed by companies that could be frauds of this”, Krasniqi claims.

The deputy minister has not revealed the names of these fraudulent companies.

Private Sector Union Chairman Yusuf Azemi tells Kosovo that they have repeatedly asked the Ministry of Finance and Transitions to disrupt this phenomenon of the Fiscal Emergency Pack abuses.

The head of this union, although not telling the names of companies that have mishandled the tools, says these information was deposited in the MFT, because according to him, much of the tools are not going to the dedicated country, but to the owners of companies.

For companies, we will keep it a secret, even though for these companies we have announced the Ministry of Finance. There are all sectors, there are oilmen, there are companies that do the maintenance of objects, there are companies of various services that have never needed to cut off work on the basis of the Government's decision. I have a conviction that whoever applied for this package, the Commission has not verified whether it was prohibited by decision or not. So, it's just enough an app and the money has gone into the employee accounts, but that company owners have mostly benefited”, Azemi says.

He warns that for these injustices, next week they will file indictments against the perpetrators and the Ministry of Finance and Transfers, as it is responsible for these violations.

We're going to file charges against the Ministry of Finance and Transfers because we've offered them arguments and if it's not done, then we're afraid that there may be no deal between companies and the Ministry of Finance”, he claims.

While the head of the Kosovo Chamber of Economics Assembly, Ruzhdi Kurtisha, says that the issue is a work of the institutions that are doing the investigation, that is, the prosecution, until it adds that it is not fair from those companies that misuse by damaging those businesses that have really touched on Devov-19.

We always support those businesses, which are fair in terms of law enforcement. For the rest of them, of course, I think and wish the prosecution to do the job on the basis of the law as an independent body to investigate and address this case at court”, Curtisaj declares.
