The month of June has been given as the opitmal deadline for holding new elections in Kosovo by incumbent Prime Minister Albin Kurti, but the legal deadlines already make it impossible.
In spite of that, Vetevendosje Movement insists that citizens appear in the polls within 45 days after the Constitutional Court ruling, which they say will be in their favour.
While holding new elections opposes the two parties claiming to form the government, LDK and AAK.
As for the election system's connoisseurs, it gives July the month as an opportunity for new elections, if the Constitutional breaks President Hashim Thaci's decree on the mandate.
Vetevendosje Movement chairmanship member Albulen Haxhiu for Kosova Prees says the elections should be held as soon as possible after the threat from the pandemic COVID-19.
“We have cited it as the most suitable month of June, but it cannot happen for the fact that under constitutional legislation, extraordinary elections cannot be held earlier than 30 days and later than 45 days. In this regard we have said that it should be kept as soon as possible in the wake of the pandemic COVID-19”, she says.
Against the new elections, Lutfi Haziri, LDK deputy chairman, said for Kosovo. According to him, holding elections at this time is very luxurious.
“In light of non-fulfiling the EU recommendations for the electoral system, given the pandemic, given the social situation that is burdening in time. The effect of pandemic on the economy, the budgetary cost of the elections, is too luxurious to seek, as people come to the polls of a political leader or party”, he says.
In line with Haziri, AAK Deputy Chairman Ardian Gjini said, whose parties are learning to form the next government. Djind says of Kosova Perss, that this assembly must take the mandate to the end.
When elections can be held, there's something we had to talk about, if we were in other situations. In normal circumstances, we should also decide when we break up the assembly and when we are holding the elections. And IKD director Ehat Miftaraj says the 45-day deadline if the constitution undermines President Hashim Thaci's decree, it would be optimistic to hold the elections.
“If the Constitutional Court potentially makes a decision that Kosovo must go to the polls, then the 45-day deadline is the deadline that the Constitution and the law define. We cannot say here that it is within the will of the president or anyone else. It means that the moment we have a Constitutional Court act, then the 45-day deadline is automatically implemented. In this case, taking on the basis that we are dealing with the organisation of general elections, I think that this deadline would be the optimum deadline for the day when the” elections would be held, he says.
That Kosovo cannot go to the polls in June, as Prime Minister Kurti has claimed, political analyst Rasim Aliaj says.
We've lost June “by constitutional deadlines. It is unlikely that June will be the month of elections in Kosovo. Despite Serbia and Macedonia have elections in June, but both have had advance dates that have postponed the cause of pandemic”, he says.
The last parliamentary elections Kosovo has held on 6 October last year. After the collapse of the government, Kurti, the Kosovo Assembly has not been disbanded, as the president, Hashim Thaci, has decreed for prime minister, Avdullah Hoti from the LDK. This decree is being contested to the Constitutional Court by LVV.
