Kosovo's government has confirmed it has allocated 10m euros for covering the electricity expenditures of northern Serb citizens, however two months earlier it had denied sharing these financial means.

It was reported in February of this year that the Ministry of Finance and Transfers, led by Besim Bislim of the Vetevendosje Movement, had proposed to allocate millions of euros to Kosovo's northern Serbs, who do not pay the spent electricity.

The finance ministry had reacted to this news in an effort to justify the government's actions, which clashed with the disk of the Vetevendosje Movement. Kurti's party had strongly opposed the separation of means for the flow spent by northern Serbs by past governments.

Kosovo's incumbent Prime Minister, Albin Kurti, had even named it “injustice” the division of means for the north even after being elected chief executive.

However, the Kurti government has confirmed today that it has allocated 10m euros from the state budget for electricity spent by northern Serbs.

Kosovo Government spokesman Progress Kryeziu has said that the losses caused by electricity from the non-paid Serbs in northern municipalities will continue to be covered by the state budget, and for that the government has allocated 10m euros.

The government of the Republic of Kosovo has allocated a total of 10m euros, which many have been provided for the supply of electricity to the north”, Kryeziu said in a proposal for KTV.

Residents of four municipalities in northern Kosovo since 1999, after the end of the war, have not paid their electricity bills, while these debts by the end of 2017 have been billed to citizens from other parts of Kosovo.

Following a decision by the Court that the Kosovo Appeal in 2017 to remove the cost of the north supply from the electricity bills of consumers of other parts, COSTT has repeatedly faced lack of financial means due to the issue.

This problem is related to failure to implement the energy agreement signed in 2013 between representatives of Pristina and Belgrade, which provided COSTT independence from Serbia's system operator (EMS) so that both of these transmission operators start operating as two independent regulatory areas.

Failure to implement the agreement by the Serbian side (EMS) forced COSTT to cover electricity supply expenditures in northern Kosovo municipalities, so that this problem did not continue to cause deviations to the European Network of Transmission System Operators (ENTSO-E).

Two years ago, in 2018, even last government led by Ramush Haradinaj He had separated One million euros for COSTT in terms of coverage of electricity expenditures from the four northern municipalities.

According to official data, about 8m euros per year -- or if calculated since the end of the war -- are about 140m euros, which citizens of these parts have spent, while consumers of other parts of Kosovo have paid for.

But last week STT has managed to solve this problem.

Kosovo, on April 21st, reached agreements with the European Energy Broadcasting Network, meaning it has been independent of Serbia in terms of electricity.
