How French Germans Activated for Implementation of Kosovo-Serbia Energy Agreement

Kosovo and Serbia have signed a series of agreements within Brussels' dialogue, yet most of them have remained unmet. In addition to calls for implementation from the European Union, however, no concrete commitments were seen to push ahead of Pristina and Belgrade to implement such agreements as this in the field of energy. Despite the fact that such an agreement was signed in 2013, seven years have had to pass for EU states to pressure and commit to implementing such an agreement, resulting in Kosovo's independence in the field of energy. Germany and Chancellor Angela Merkel have had a vital role for Pristina and Belgrade to agree on implementing such an agreement.

The key to such success has been to the France of President Emmanuel Macron. Through a French Embassy post in Pristina, it is said that official Paris has played an active role in creating a technical solution that will improve energy efficiency and facilitate Kosovo's economic development.

Kosovo's state leaders have reacted to such a development. President Hashim Thaci has described Kosovo's energy independence from Serbia as a major step forward.

“Thank you for all allies, for steadfast support”, has written Thaci on teitter.

Until incumbent Prime Minister Albin Kurti says such a development will already enable Kosovo access to the regional market.

Chief negotiator Edita Tahiri, meanwhile, has indicated that the energy field agreement was signed in 2013. She has said the COSTT was membershipd in ENTSO in 2015, but has added that implementation of such an agreement was constantly hampered by official Belgrade.

This activism of official Berlin and Paris for implementation of agreements reached between Pristina and Belgrade comes after an active engagement of the United States of America in the Kosovo-Serbia dialogue process.

It seems that now the two European centres -- Berlin and Paris -- want to send messages to Washington -- that they can achieve results in terms of problems between Kosovo and Serbia.

During the past year, France and Germany had led efforts to restore Kosovo and Serbia to dialogue with the goal of reaching a final agreement, yet the tax imposed by Ramush Haradinaj had undermined any effort, since Belgrade refused to return to the negotiating table without receiving taxes.

And that's what Washington had been using, vigorously returning to the process through the appointment of two emissaries, one for the Western Balkans and the other specifically for the issue of Kosovo-Serbia dialogue.

US Ambassador to Berlin Richard Green, who has received the support of President Trump, had furiously begun his involvement in the Kosovo dialogue issue- Serbia pushing the parties towards signing three agreements. The American emissary has so far pushed forward the entire process itself, without co-ordinating with the European Union. Green said who wants to help is welcome in the process.

However, from the European Union, especially Germany, insists that the only dialogue is one that is eased by the European Union.

Regarding such a cigarette between Europe and America regarding the Kosovo-Serbia dialogue process, in an interview for RTV 21 has also spoken former Prime Minister Isa Mustafa.

He has acknowledged that there is incompatibility between Washington and Brussels regarding dialogue, and had suggested that such a thing is hurting Kosovo.
