Former Army Judge Cepkenovic is accused of inhumanely torturing Albanian prisoners

At the Foundation Court in Pristina, hearings have been started against the accused, Nadica Cepkenovic.
The Special Prosecutor of the Republic of Kosovo (PSRK) on 16 January 2026 has filed an indictment against Nadica Cepkenovic, who charges that in the quality of the former guard at the Pristina-Pristina women parallel in Lipjan during the 1998-1999 war period in Kosovo, in co-ordination with other prison officials in question: Ljiljana Seliq, Danica Lukiq, Slagjana Arsreq, Biljana Stoliq, former women's guard in Lipjan, acting deliberately and violating the rules of international law during wartime, had systematically tortured Albanian prisoners, tormenting them in a way dehumanizing them with various means like rubber sticks, kick and fists, to allivantage, causing bodily injuries.
The incident says that, as the victims explain, after such beatings they had suffered severe body pain, psychic violence, they have been seriously affected by life, and as a result of their constant beatings, they have suffered anxiety and fear, severely affected by human dignity, the consequences that victims carry even further, actions sanctioned according to local laws, customs of war, and international conventions of Geneva and State Protocols.
With this, Cepkenovic is accused of committing criminal work “crimes against the civilian population”, from Article 142 concerning RSP 22nd. /Periscope/
