In the announcement sent by the Kosovo Prime Minister's Office, Kosovo's incumbent government has reviewed and adopted the State Debt Programme 2021-2023.
The Government of Kosovo's key goal of managing the state debt is to finance the low-cost budget deficit, with an acceptable level of exposure to financial risks. Conform of the Law on Public Debt, the government has obliged the Secretary General of the Office of Prime Minister to follow the same to the Assembly of the Republic of Kosovo”, the Office of Prime Minister announced.

The medium-term spending period for the years 2021-23 was the first document to be reviewed and approved at today's meeting. The medium-term spending framework is the main document on which the Annual Budget for 2021 will be drafted. The main goal is to provide an analysis, which reflects the macroeconomic environment in the country, thus setting the basis for budgetary planning for years to come in line with the government's strategic priorities. The government continues to have further strengthening of its fiscal position and responsible management of public finances as its main target.
KAS 2021-2023 is structured into four main parts. The first section contains “The Overterm Declaration of Priories”, which provides a broad summary of Government priorities in line with the Government Programme, the National Development Strategy and the Reform Programme in the Economy. In the second part is the macro-fiscal framework based on overall economic development parameters. In the third and fourth parts, fiscal projections have been presented, which define the overall limits of expenditures on which the Central and Municipal Budget is later prepared.
Following the meeting has been reviewed and the Action Plan approved for the establishment of the single Contact Point under the Bridge for Service 123/2006. EC. According to the plan, in line with CEFTA 2006 provisions and State Protocol 6, Kosovo devotes itself to creating an institutional framework for a Contact Point for Services that will perform three key functions:
Let's answer the requirements of CEFTA members on issues related to laws, regulations and administrative guidelines affecting trade in services;
Let's inform the Subcommittee of Service Trade once a year of legal acts affecting the trade of services;
) provide preliminary information for any relevant measure of overall application that affects the trade of services and aims at allowing the other parties to comment.
The incumbent government of the Republic of Kosovo has reviewed and approved the 2021-23 State Debt Programme. The Kosovo Government's main goal of managing state debt is financing the budget deficit at as low cost as possible, with an acceptable level of exposure to financial risks. Conform of the Law on Public Debts, the government has obliged the Secretary General of the Office of Prime Minister to follow the same to the Assembly of the Republic of Kosovo.
The government cabinet has also reviewed and approved the 2020 three-month Financial Report. This report contains a summary of key revenues and budget expenditures during the first quarter of 2020.
The introduction of the 19 March budget law and the start of the execution of the 2020 budget with new budgetary divisions, under the new ministerial system organised in 15 ministries (from 21), presents the challenge to aspect of reporting. Also the beginning of the pandemic situation (Condí-19), although there were no significant effects in the first quarter of the year as a communicative, however, a negative impact on the second part of March. But thanks to the good performance of the first two months, it was compensated.
Totals of revenues in the first quarter of the year are high in 402.42m euros and represent 17% of the planned annual total accession. Compared to the realization of the preceding quarter, we have a 13% reduction. While spending during the quarter was in much of 399.04m euros and represents 16% of the annual spending plan. Compared to the realization of the previous quarter of the year, we have a 1.98m-euro reduction, or 0.5%.
The government cabinet has approved the decision to relocation additional means to the budget of the Ministry of Management of Local Power.
At today's meeting, the incumbent Government of the Republic of Kosovo has reviewed and approved the decision on changing the list of articles for joint use that are the subject of the central public procurement procedure. The decision to attach the list of articles owes the Central Procurement Agency for implementation of this decision.
The decision authorising the Minister of Finance and Transfers to approve transfers from under the programme “has been adopted. Unscheduled expenses” on other programs. The decision authorises Finance and Transfers Minister to approve transfers from under the “program Unpredicted spending on other under programmes according to the Law's Boarding for the Budget of the Republic of Kosovo 2020, for individual sums required up to 400,000 euros. This amount cannot pass 20% of the annual split sum under the “program Unscheduled expenses”.
The government has approved the request of the Ministry of Economy, Employment, Trade, Industry, Strategic Investments for transfer/relocation of financial means, budgetary allocations for 2020, at a rate of less than 25% for sub-programs included in the form.
With two separate decisions adopted today at the Government Meeting, members of the Food and Veterinary Agency Steering Board have been appointed:

3. Arsim Qavdarbash, Health Ministry;
4. Dafina Geja, Kosovo National Public Health Institute
5. Ceatin Kachanic, Association for Consumer Protection;
6. Parim Bajrami, Kosovo Economic Oda;
7. Valdet Djindovci, the Food and Veterinary Agency.
And members of the Scientific Council of Food and Veterinary Agency in this composition:
1. Ariana Calaveshi, Kosovo National Institute of Public Health;
2. Betim Bresilla, Kosovo Agricultural Institute;
3. Aziz Behram, Food Technology Faculty;

The approval of the Government has also taken the decision to recommend the president of the Republic of Kosovo for authorising the Minister of Finance and Transfers for the signing of the Credit Agreement between the Republic of Kosovo, represented by the Ministry of Finance and Transfers, and the European Investment Bank (BEI) for funding the project for “The management of Zeza waters in the Gjilan municipality<62>.
