But all this created situation, politicologist Ramush Tahiri is and as a deepening of the institutional crisis.
In an interview for Kosovo priss, Tahiri says Kosovo has already entered an absurd situation, as it considers that the VV will neither send mandates nor even respond to the president at all. And this way political agony will last for months.
We're in an absurd situation now. We have a government that wants to stay in power. We have a parliament who has fired this government. And this government under Article 100 of the Constitution is a government in resignation and we have a president who, of three different possibilities, chose the very possibility that once again the VV's mandate meets. But actually the possibility which for this moment is not the solution. It seems to be respect for the Constitution because it's at the President's discretion on what it would be like, but in which option I believe we would have a solution to the crisis. Now he's on VV's will to give up his name. The VV does not seem to have any chance of giving up another name for prime minister, including Vjosa Osmani. And it looks like the procedural and institutional crisis will continue”, Tahiri says.
Tahiri says President Thaci used his constitutional right by offering Vetevendosje Movement even a chance for forming the new government, while adding that after the dismissal the government has no credibility.
Politologist Tahiri estimates that in this situation the only institution that has full credibility to operate the presidency.
The president wanted the mandate to grant the VV, and now this party has a legal and constitutional obligation to come up with a new cabinet and ask for the Parliament's vote of confidence. And if it falls, then there is the possibility that the President will give the mandate to another party and create a government without the VV. At the moment, the government is dismissed and it is in office actually has no legitimacy and there is neither the legitimacy of the people. Because civic legitimacy is delegated through Parliament deputies and two-thirds deputies have dismissed this Government. Now the only credit agency right now, no matter how long this agony takes is the President. The Kosovo Parliament is in its competencies, but it cannot operate through the executive, and it seems there is no way to find any other solution than to distribute itself by two-thirds and the country remains completely in the president, which I believe is not a goal, but it is not good for Kosovo”, he says.
All this situation under Tahiri will create a tense political atmosphere between LVV and LDK, which, according to him, would suit President Hashim Thaci
This government and this Vetevendosje that has been identified with this government that is in progress, or in resignation has the full responsibility of executive action for the state. No president, no Parliament. While this Government does not have the majority and measures that it always takes are subject to evidence, the measures it takes will have consequences in relations especially with the LDK, but also in relations with citizens. It may be that the president is convening the war between VV and LDK, because we are now dealing with an electorate”, he says.
Tahiri says the situation created in the country provides for another government, even going to elections. It envisions a several-month institutional crisis.
We're not going to have a new government like this. The prospect of the VV's making a constitutional claim to make a mistake and send a letter to the president with whom he does not want to send the president's name, or he does not want to receive the mandate, or a letter that meant that we have asked you to declare the extraordinary elections and not put it into a new government, which would be an argument for the president to consider that the VV has refused the mandate and given the mandate to the LDK, or any other party. I don't believe this will happen and we will have charges and counter-acza even the president will have several times the invitations for the VV to carry out its constitutional obligation and face the Assembly and the new mandate.
