NGOs with appeals to political parties, but forget to ask Kurt for Agim Veliu's return to Government

Nongovernmental organisations in Kosovo have addressed an open letter to political leaders in the country, urging them not to support the motion to overthrow the Kurti government, since it is not the right time, Periscope broadcasts. Since the LDK as a condition for government rescue had the return of Agim Veliu to the Interior Ministry, these NGOs have not mentioned at all in the long text, directed among other things by Prime Minister Albin Kurti.

The Assembly today has decided to hold the motion hearing by 11:00 tomorrow.

Kosovo is in extremely sensitive phase in the fight against further distribution of the COVID-19 virus. In these critical moments, we non-governmental organisations from civil society appreciate that the enterprise of initiatives by parliamentary political subjects for the dismissal of the current government and the creation of a new government is in poor time. The vote on no-confidence motion against the government, though it is constitutional right of parliamentary political parties, risks putting the country into political and institutional crisis and promoting civic discontent, which the country now needs at least.

Praising that currently public health and civic calm should be encouraging to the entire political spectrum, we ask that until the end of the session, all efforts necessary to reach a political agreement on overcoming the current situation, considering the following points:

  1. This agreement should be based on the principle of the continued functioning of executive work until the outcome of this challenge, the respect of MPs' right to vote the motion after an opinional period, the active involvement of all parties in the fight against pandemic through offering relevant expertise, but also the continuation of effective supervision of other executive decisions;
  2. The deal must envision modalities that respect constitutional obligations stemming from the initiative undertaken by more than 40 deputies for holding the session, but result from no successful vote of no-government motion;
  3. Parliamentary political entities may agree that the motion will be put in order of the day, but that the same one will not be voted in at least until a 90-day period or until the emergency situation passes. By making sure that after this period the appropriate circumstances for such an act respect the will of most MPs in the Assembly.

The focus of the entire political spectrum, particularly executive institutions, should be on undertaking the necessary measures to prevent the spread of this virus. The government also needs to report to the Headship of Parliamentary Groups and Chiefs of Parliamentary Assembly in a regular manner to all developments that are in the competence of the EC and thus enable the Assembly to exercise supervisory duties.

All the professional and human capacities of political subjects should be guided to the function of providing the expertise needed for institutions in overcoming this situation, but also creating a situation of calm and hope to Kosovo citizens. We consider that such an act, based also on the practices of the European countries joining the political spectrum in times of crisis, would carry a positive and encouraging message to Kosovo citizens in coping with this situation.

We trust in the hope that you will take into account our concern about the situation, which is also a reflection of the citizens' continued demand for political calculations in this situation and the overall focus on fighting the spread of the COVID-19 virus.
