Aktakuza against police allegedly killing citizen in Gjilan

The Constitutional Prosecutor in Gjilan, the Ra's Crime Department, has filed charges against Kosovo Police member Vladim Hamdiu, who is in custody since December 29, 2019, after a conflict killed citizen Lulzim Spahiu.

“According to the indictment, defendant V.H., on December 29, 2019, about 4:50 minutes, in Gjilan, with a firearm, he was deprived of life of the deceased L.S., so that while he was driving his vehicle, after he arrived on the road ) NATO 99, there's a traffic accident with the truck that was leading the victim, now L.S., with the case over the accident with the victim and the victim's son, pulling out the firearm, while after the victim enters the truck and closes the door, the same one approaches the door, and after the window was opened, shoots one time in the direction of the victim, where he strikes it under the eyebrow of the right eye, which because of the wounds taken in his life shift to the scene.”, it was said in the State Attorney's Office of Gjilan.

With these actions, the defendant V.H. has committed the criminal act -- the grave murder -- from Article 173 paragraph 1 subparagraph 1.5 of the Republic of Kosovo's Criminal Code.

“also, the same without authorization has held in possession two more guns, which were found in his vehicle and various types of extinguishers. In this way he carried out criminal work: ownership, control or unauthorized possession of weapons, from Article 366 paragraph 1 of KPRK. ” said in communiqué.

Also, before the incident, defendant V.H., at a restaurant in the village of Malisheva while listening to music, with firearms fired several times inside the bar. With these actions he committed the criminal act of using weapons or dangerous means, from Article 367 paragraph 1 concerning KPRK paragraph 3.
