Abrashi has said that in this emergency situation caused by pandemic, it must also be reacted to the economy and the country and the welfare of citizens.
He has proposed some of the measures Kosovo's state should take, taking as an example the reactions of states in Europe.
“Disperse for each citizen of Kosovo, immediate support worth 100 euros. Support that would be distributed through municipalities and evidence from the family extract for several families, in every corner of Kosovo”, has proposed Abrashi, saying that this support will affect the welfare of families in these days of isolation, will affect the rise of security, given that we are already entering the third week of the pandemic war and that the sense of economic uncertainty is felt in each citizen of the country.
These tools, he said, could be secured from state reserves, B. ERZH, World Bank or even the Pension Trust of Kosovo.
“170m euros of that support could be provided from state reserves, the BERZH, the World Bank, or the Kosovo Pension Trust tools. Select the source to be made from the fastest possible access to funding and their emergency distribution”, writes Abrashi.
Also, Abrashi has a proposal for citizens working in the private sector and businesses that have influenced the government's measures.
For citizens employed in the private sector, which because of the measures has been unable to sustain economic activity, pay salaries for April, worth 50% of the average salary in Kosovo. Businesses that have been charged with these measures are paid rent for the next three months, all in order to keep the jobs and the continuation of businesses after crossing the pandemic”, he writes.
Abrashi has also proposed special compensation for health workers, policemen, firemen and municipal service workers, calling for private sector workers and other categories to be involved with extra pay.
The government will secure the budget for special compensation of health workers, the Kosovo Police, the Firefighters, the workers of vital municipal services. Also included are private retail workers of food products, bakers and pharmacies with an extra salary worth Kosovo's average salary. These citizens are on the front line and we need direct state material support for them”, writes Abrashi.
A brief response to direct financing, according to Abrashi is necessary for the country's economic security.
A quick direct financial response is a must if we want to convey a clear message of economic security to each citizen of the country, as well as motivate and respect those we today face in battle with the pandemic. Any later intervention by even greater means will not have its effect if we do not react today, that tomorrow it may be late”, he says.
Abrashi has also proposed that the free circulation decision be between 0600 and 6:00.
We also invite the Government of Kosovo to change the decision to stop circulation in force. It turns out this timeline is bringing concentration of the movement of citizens that should not happen. I propose that the traffic restriction is between 0600 and 1600, the Abrashi writes.
