The Kosovo Assembly in the seventh legislature will have 14 parliamentary commissions, two less than the mandate it had.

Civil society organisations which monitor the work of the Parliament say MPs are unexplored and that there will be a lack of experts in the composition of parliamentary commissions.

Agnes Haxhiu of the Kosovo Democratic Institute (KDI) said the overwhelming part of commission members are qualified in three areas -- in political science, economy and justice.

There are many changes in the restructuring of the commissions, some minor changes in the field have been made, and have been adapted to the number of ministries and areas that each will include ministries to become the government cabinet's accountability to the Parliament”. “Viewing the qualifications of new deputies, though a large number of MPs are for the first time. There will not be much change in this respect because the destructive part is qualified in political science, economy and justice. There are other areas that can be left uncovered by experts, will be the same composition as the sixth” legislature. “will be problematic first until the new MP gets used to the work. As far as expertise is concerned, we will again have emptiness in some areas of”, Haxhi said.

And Arton Demhay from the organisation “Arise”, argued that this legislature, in addition to lack of experts, compounds many new and inexperienced deputies. According to him, there are members of the commissions that first work they do as deputy.

The “is designed to form 14 commissions that will be two less than in the past. They're the same ones that existed in the previous legislature. What remains to be seen as MPs who will be part of the commissions will be active in seeking accountability from ministers and heads of institutions. Will it handle monitoring the implementation of this law, which is voted in the country that is in the framework of parliamentary commissions”.

If we look at the legislature, we see that there are no large numbers of experts on various fields involved. Each incoming legislature has been weaker than the other because of the inexperienced people who have come there. There are those who do their first job as deputy. This indicates that there is a lack of experience for a certain number. It is the party that would have to choose from the ranks of its deputies who are better and the respective field of”, Demhaya told Online Economy.

The Parliament decided that the largest parliamentary group, the one of the Vetevendosje Movement, will lead three commissions: Commission for Buxh and Transfer, Commission for Agriculture, Forestry, Rural Development, Infrastructure and Environment, and the Commission for Security and Defence Affairs.

Three commissions will also lead the LDK Parliamentary Group: The Commission for Legislation, Mandate, Immune, Framework and Supervision of the Anti-Corruption Agency, the European Integration Commission and the Commission for Education, Science, Technology, Innovation, Culture, Youth and Sports.

The PDK Parliamentary Group, which did not have representatives at today's meeting, is expected to head the Commission for Local Governance, Regional Development and Media, the Commission for Public Finance Supervision and the Commission for Supervising the Kosovo Intelligence Agency.

The AAK Parliamentary Group will have two commissions under its leadership: The Commission for Foreign Affairs and Diaspora and the Social Health and Goodness, while the Social Democrat Initiative GP will head the Commission for Economics, Employment, Trade, Industry, Strategic Investment.

The Commission for the Rights and Interests of the Communities and Kthim will be led by the Serbian List GP, while the one for Human Rights, Gender Equality, Invisible Persons and Petitions, by GP 6+.
