During a meeting of the United Nations Security Council, Maas declared that the Syrian government and its ally Russia have the obligation to protect civilians, but instead are bombarding civilian infrastructure, such as hospitals and schools.
According to the UN, around 950 000 people have moved to northwest Syria since December, due to a continuing Syrian government campaign in the recent resistance of the rebels.
Also Maas urged the Security Council to secure full humanitarian entry into the war-torn country, adding that cross-border aid is of vital importance.
