According to Pacolli, the lack of harmonisation of actions in the past has damaged and made Kosovo's foreign policy difficult.

The Kosovo prime minister's statement, for co-ordinating foreign policy with key institutional actors, is very just and necessary. In the past years, I have faced directly the phenomenon of not harmonising actions and statements that have damaged and exacerbated Kosovo's foreign policy.
It cannot continue with noncoordination, must be harmonised and co-ordinated all actions between the acts.
Today during the day, Kurti has said he will co-operate closely with President Hashim Thaci to represent the country's uniquely foreign policy.
It is urgent that we have a unique foreign policy in the international arena. So that it doesn't go on like these past two years. The new government and I as the new prime minister want to co-ordinate even with the country's current president so that we don't have a colonel in foreign policy that will surely become harmful. I think that's the most important thing for our country, and not the one who's going to be here after a few months”, he said.
