Likewise, non-liberalisation of visas for Kosovars and the uneven treatment of parties in the dialogue has been the topic of discussion very often in Kosovo. Such an entity has included the European Union's Special Minister's declaration of dialogue, Miroslav Lajcak, who during his visit to Serbia, has indicated that Kosovo must change the Constitution to form the Association of Serb-run municipalities.
But will the European Union successfully conclude Kosovo's dialogue, Serbia, and reconcile these two countries after a long and still unresolved conflict?
Political issue recogniser Ramush Tahiri says everything in dialogue is done through the EU and 33 agreements are the product of European Union relief in the Kosovo dialogue Serbia.
According to him, the facilitated dialogue by the European Union has yielded results.
I think everything in the dialogue is done through the EU. 33 agreements now for 10 years, but these are the results of dialogue, Kosovo has its benefits, Serbia has its benefits, and dialogue has also been made at a mandatory rate for Kosovo and Serbia because it has been held at the General Assembly in the United Nations. Following what has been sent to the Court of Justice and that this question has been considered in the United Nations and there has been a resolution saying that Kosovo and Serbia should continue dialogue on various issues and normalise relations, dialogue has entered the EU, eased and had different delegations, while also signed by prime ministers, and I think it has yielded results”, Tahiri told news.net.
According to Tahiri, Kosovo's discontent in relation to dialogue is linked to mutual recognition, but according to him the dialogue will continue on practical topics.
“Now we are disappointed because of what is being told mutual recognition, exchange of diplomatic notes for recognition of states and will continue on practical issues, the topics of the undiscovered, displaced and others have been opened, and will be depending on the interest. Kosovo has committed some, Serbia has certain sʹi realised”, Tahiri said.
Furthermore, he says the EU is neither supervisor nor guarantor of dialogue. He commenting on Lajcak's statement on changing the Constitution says the procedures are such.
The European Union is a mediator, it is not an overseer, it is not a guarantor of dialogue, and on this basis when Serbia is protesting or seeking from the EU guarantees to implement Zajednica, the EU is saying we are facilitators and we have bodies. Lajcak's position that to become the Association should be changed the Constitution, because the agreement was made in 2013 and 2015 explains the procedure. In my opinion, there can be no association without making changes to the Constitution, that doesn't mean that association is of executive competence, but only to be introduced into the Constitutions, that is, to be envisioned, there are thoughts that can be done by law without going to the Constitution. ”, Tahiri said.
It has in the end indicated that the introduction of the Association Constitution does not automatically imply executive rights in any option.
