President may consult with other parties to form new government

Recognition of constitutional issues, Mazum Baraliu, has said the Constitution of Kosovo does not specify the term for the mandate that would have to be handed over to the president of Kosovo.
Referring to the Kosovo Constitution, Baraliu has said the president has no right to set a deadline to demand that the mandater's name be handed over to form the government.
He has said that we are now in the final phase when the two leaders -- Albin Kurti and Isa Mustafa -- should not be irrational for the deadline, but that according to him should indicate whether they have reached the agreement or not.
Kosovo's “Constitution on mandate of the potential mandate, at Article 95 paragraph 1, clearly says that the country's president after the end of the elections and the proclamation of their final results, should hold consultative talks with the winner and, with what the majority has in the Assembly, to mandate the relevant mandate. If Albin Kurti fails to reach an agreement, in this case with LDK, Baraliu says President Thaci is given the opportunity to consult with other political parties to form Government.
If the other parties' effort fails, according to Baraliu, the president would have to announce extraordinary elections.
“The constitution says the president is given the opportunity to consult with political parties and give the mandate to another person to form Government within 10 days, if even he cannot form the government, the Constitution of Kosovo is correct and defined in this case, which says the president is obliged to announce the extraordinary elections in a 40-day 40-x1>, Baraliu has posted.
