The American diplomat said the new government in Pristina is willing to lift the tax on Serbian goods, while Belgrade is expected to take steps to normalise relations with Kosovo.
Scott and Serbia's President Aleksandar Vucinic agreed during a meeting that Matthew's appointment Palmer as an American envoy for the Western Balkans, shows the US's desire to support dialogue between Pristina and Belgrade.
Vuciq, who Ambassador Scott hosted at a farewell meeting, said he praised US support for Serbia's European integration process, in particular through reforms in the area of rule of law.
Dialogue between Pristina and Belgrade has ceased in November due to the Kosovo Government's set fee for Serbian goods and those from Bosnia. That move, according to officials in Pristina, was decided because of Belgrade's campaign against Kosovo citizenship.
Belgrade refuses to continue dialogue without tax removal.
