According to the U.S. State Department, this war is necessary because it fights organised crime and terrorism, promotes stability, rule of law, human rights, democracy and strengthens economic growth in foreign markets, where American businesses have access.

American studies have pointed out that the great presence of corruption has led many desperate citizens in developing countries to become religious radicalists and part of terrorist movements, so corruption is seen as a direct threat to American interests worldwide.

The Office for International Narcotics and Law Implementation Issues within the American State Department, which is responsible for anticorruption initiatives around the globe, has received a much greater support and weight recently.

USAID has also greatly increased funds to support the anticorruption initiatives undertaken in various countries.

But only the Office for International Narcotics and Law Implementation Issues within the US State Department currently finances and manages projects at over $4 billion, in more than 80 countries where more than 5,000 employees or subcontracers are involved.

The great importance that global anticorruption measures have for foreign policy is best witnessed by the Global Magnnitsky Law.

The origin of this law concerns Sergei Magnitsky, who was a Russian accountant who went to prison as a result of an put together trial and died there in 2009 after being tortured and denied medical aid. Russian authorities had targeted him for his role in denouncing and whiteling a giant tax fraud scheme involving top government officials. In 2012, the U.S. Congress adopted a law that imposed sanctions on a list of Russian officials believed to be responsible for his imprisonment and death. This law envisioned freezing every American asset they hold and preventing them from entering the United States of America”, reportedly of this law on American media broadcast news.

The United States took a very important step in 2016, adopting the Global Magnitsky Law, which authorises US state institutions to impose visa bans and other sanctions on politicians and officials, from anywhere in the world, if they are responsible for corruption or serious human rights violations.

Other sanctions link with the form of freezing their wealth or funds, which they hold in American banks.

In April 2017, President Trump reaffirmed his administration's support for this important legislation and also stressed that his administration was in the process of identifying and drafting a list of people this law affected, as well as researching data on their property.

During the past year in Albania, much stops were made to be made based on this law by the US State Department of the former mayor of Durres, Vangjush Dakos and his family, former Chief Chief General, Adriatic Lella, as well as Socialist MP Tom Doshi.

In the Balkans, anti-corruption as foreign policy priority is demonstrated even by the support given to major reforms in the justice system.

The US was the main supporters of radical Albanian reform in justice, which has been consisting of the crime of the so-called Anti-Corruption Task Force (SPAK), which is expected to take effect at the end of this year.

The Special Prosecutorship, Special Court and the National Bureau of Investigation are involved in the SPAK, which will investigate and judge the acts of corruption, organised crime and all criminal acts of senior officials, past or current ones.

Despite initial reluctance, the Law on Establishing SPAK was adopted with opposition participation as a result of great pressure coming from Americans.

The US insistence was also crucial in Northern Macedonia for the creation of a special anti-corruption structure, called Special Prosecutor for Following the Criminal Acts, linked to illegal regimes. The work of this new institution, which had enormous Western support, led to the order given for the arrest of former Prime Minister Nikola Gruevski and his associates.

The United States of America has also supported the creation of the Bureau for Combating Corruption and Organised Crime in Croatia, or as they call it, USKOK, as well as a similar anticorruption facility in Romania under the name of the National Anti-Corruption Directorate.

U n SCOK in Croatia has brought more than 2,000 personalities to trial and, as a result, have been sentenced over 95% for all indictees. Among the convicts has been former Prime Minister Ivo Sanader.

The National Anti-Corruption Directorate in Romania has also filed charges for about 12,300 officials, in prison of 23 ministers and former Prime Minister Adrian Nastase.

After a great extent of American influence throughout our region, Kosovo is already on track.
