The law's implementation was designed to precede a period of six months during which the promises (grounds) would be collected.
Funding collection was warned to begin as early as July 1, 2017. At the time, 17m euros had been shared by the Government of Kosovo, until they were subsequently drawn to be oriented to another destination, for pension payments to war veterans respectively. The case has been pending since then.
Fatmir Plakiqi, director of the Fund for Health Insurance, speaking of Radio Free Europe, said most preconditions for starting the collection of funds would be completed within this year.
Nevertheless, Plaqi said the law on health insurance has been in government priority this year, but that now the political situation has changed following Prime Minister Ramush Haradinaj's resignation.
I can say that this year is a year of funding, and by the end of the year we can conclude that most preconditions for the start of the foundation collection will be met. So do our objectives according to the annual plan for 2019, approved by the health insurance board. Under the current law in 90 days before the start of the new fiscal year, we are obliged to send the list of basic price services to Government for approval in order to determine the prices of every health service and then determine the fund budget for next year fiscal year, Plakiqi said.
Despite procrastination of law enforcement, citizens in the country think that this law should be processed as soon as possible.
Mirlinda Loku, 23, a student of the Economics Faculty in Pristina, thinks the law on health insurance is very necessary.
I think that with the law's entry into force, the quality of health services would also be established. Then I believe the prices in private administration will be reduced, as the law imposes in such a way”, Loki said.
Blerim Syla, leader of the Federation of International Health, announced that the final draft of the health insurance fund had to be submitted on August 15, 2019, and now the political situation has changed and I can say there is no date for the issue.
There is no sustainable financing in Kosovo's health. It has worked very seriously on the Law on Health Insurance as a final draft, on the part of the health insurance fund, but on this policy law I'm deciding and now it doesn't date”, Syla said.
According to Syla about 200m euros go abroad for health services from persons seeking recovery abroad.
I think much less would be the cost of the health insurance law. Plus how much money citizens give information about health services. So the damage to citizens is enormous until every political party has failed in this regard”.
Fatmir Plakiqi, director of the Fund for Health Insurance, said that without the financial assistance of the Government of Kosovo, implementation of the law will be impossible, taking into account the large number of citizens on social schemes, as he says.
“We've done some tests for the health sector and received all the expenses in the last three years, and we've come to the conclusion that the health sector should be financed by government funds, because we have a large number of social schemes that are unable to pay for health insurance contributions.
Over 26,000 families, or about 108 thousand, are in serious economic condition and receive social assistance.
