Days earlier, it was reported on a major scandal, where in Central Africa, Serbia has purchased the document (nott) for attracting recognition of Kosovo's independence from African states.

The Kosovo Foreign Ministry has accused Serbia's Government of offering bribes in exchange for attracting Kosovo's recognition, following a writing in a portal to the Central African Republic, including Foreign Minister Sylvie Baipo Temon, and a Serbian Foreign Minister Ivica Daciq”'s “Special Advisor.

“We are deeply concerned that the Serbian government has installed corruption and bribery as diplomatic means to accept forged documents that serve nothing, but only the escalation of relations between Kosovo and Serbia”, the Kosovo Foreign Ministry said in the statement.

It says Kosovo has faced an unprecedented diplomatic and propaganda campaign from Serbia in the past three years, with the support of Russia and other countries, to prevent Kosovo's integration into the international community.

“3550,000 euros in exchange for a diplomatic note”

In letter entry “Corbeau News Centerreque” of August 25th, said that a “adviser to Serbian Foreign Minister“, met with Central African Foreign Minister Sylvie Baipo Temon in Paris during the month of July 2019, and offered her <x4,200m francs of Central Africa (about 350,000 euros) in exchange for Kosovo's retirement grade.

This “adviser”, who allegedly offered bribes, according to the Kosovo Ministry of Foreign Affairs, is Vladimir Cizej, special adviser to Serbia's Foreign Minister Ivica Dacic.

Kosovo authorities have doubts in the originality ʹ not only of the note for attracting Kosovo's recognition from the Central African Republic but also of all previous attractions, and claim they were forged documents, in which, according to them, Vladimir Cizej was involved.

“No one can ignore the fact that these grades are written and prepared in Belgrade. All the documents that have been submitted by Dacic and submitted by Cizej are the same text”, said Jetr Zyberaj, chief of the Kosovo foreign minister's cabinet.

On July 27th, Serbian Foreign Minister Ivica Dacic, during an interview with Serbia's public broadcaster, showed a document allegedly signed by Central African Foreign Affairs Minister Sylvia Baipo Temon, through which the recognition of Kosovo withdrew.

Free Europe has been asked, in this case, Serbia's Ministry of Foreign Affairs, but has not received answers until the moment of the release of this report.

Who is Vladimir Cizelj?

Serbia's Minister of Foreign Affairs Council ( Ivica Dacic is known for his criminal history and links to criminal networks outside Europe”, the Kosovo Foreign Ministry statement said.

Belgrade-based Radio Free Europe has sent questions to the Belgrade-based Institute “Vlatacom” about Cizelj's role in Serbia's campaign to attract recognitions for Kosovo, but has not received answers on the part of this institute.

Cizej is one of the founders and directors of this institute.

The fact that Vladimir Czelj was employed as Special Adviser to Serbia's Foreign Ministry also testifies to a United Nations document, where his name is on the Serbian Ministry's list of delegates, as participants at a conference on migration organised by the United Nations in December 2006.

Vladimir Cizej is Slovenian national, and his name is linked to several issues in Serbia.

It is mentioned in the so-called “Valage” of 2006, when then National Bank of Serbia Deputy Governor Dejan Simic, and a Socialist Party official, Vladimir Zagradan, were arrested on bribery charges, allegedly returning the National Bank of Serbia's credit card (KEB).

This arrest allegedly took place 15 minutes after Ivica Dacicdoli from Simay's apartment.

Vladimir Cizej was a shareholder of the Group “TBI” owned by the Export Credit Bank.

All of this relative's acters were released in 2011.

In 2012, media reported that Vladimir Cizej's company “Vlatacom” had delivered equipment for the International Sports Meeting “Univesida” in Belgrade, a year and a half after the activities of this organisation were held.

The contract for the purchase of equipment with the company “Vlatacom” was signed by the Interior Ministry, which was then run by Ivica Dacic.

On the other hand, Kosovo's Foreign Ministry, in its statement, says Cizelj was involved in a known scandal in South Africa's Botswana for selling encryption systems through taking bribes from senior government officials.

But this country had denied contracting the company “Vlatacom”.

Interestingly, Belgrade-based “Vlatacom” launched a meeting of representatives of the Ministry of Defence of Serbia and Botswana in 2017. At this meeting it was declared, among other things, that the “support of Botswana in Serbia's efforts to preserve sovereignty and territorial integrity in Kosovo” is a good basis for further co-operation between the two ministries.

The company “Institute Vlatko” develops computer products, such as systems for issuing personal and travel biometric documents, identity confirmation systems, traffic control, etc.

According to data from the financial report in 2018, Vlatko owns “Centre VT” in Belgrade, and the firm Vlatko in Botswana, and that its products for automatic control of travel documents, and passenger records are used at international crossings in Serbia, Nigeria and Moldova.

Several state institutions in Angola, Botswana, Nigeria, Iraq and Slovakia are also reported to use equipment developed by “Vlatacom”.

Russia's ties to the Central African Republic

In recent years Russia has strengthened its influence in the Central African Republic. In August of last year, it signed military co-operation agreements with the country.

On April 24, 2019, he signed another agreement to establish a Russian Defence Ministry representation office in the Central African Ministry of Defence, aimed at strengthening co-operation between the armies of the two countries.

In June 2018, the French newspaper “Le Monde” published a text about the arrival of Russian intelligence officers in the Central African Republic to train the local army.

However, co-talkers of this French newspaper said they were “mercenear” of the Russian private military company “Wagner”, which the media associate with Yevgeny Prigozhi, a close associate of Russia's president Vladimir Putin.

A month later, on July 30, 2018, three Russian journalists were killed in the Central African Republic.

They prepare a documentary about the activities of the disputed Russian paramilitary unit “Wagner”, and whose members allegedly fought in Ukraine and Syria.

Central African Foreign Minister Sylvie Baipo Temon took office in December 2018.

In response to the “portal Corbeau News Centrafreque” reportedly the decision to withdraw recognition of Kosovo it took effect without first consulting other state officials first with the country's president, and that it is based on Russian Foreign Minister Sergei Lavrov's support.

The Balkan service for Radio Free Europe in July this year has written about Russia's role in Serbia's campaign to attract Kosovo recognitions. The writing was based on a co-operation agreement Russia had signed with various countries before they sent the Serbian authorities the note of attracting recognition to Kosovo.

Since 2017, Serbia has been campaigning to attract recognitions of the state of Kosovo.

Serbia's Foreign Ministry says 15 countries have drawn Kosovo's recognition so far.

The head of Serbian diplomacy, Ivica Dacic, declares that his aim is to reduce the number of countries that recognise Kosovo as an independent state in 96 -- the number that makes up half of the UN member states -- in order to prevent Kosovo's membership in international organisations and institutions.

When that number goes down to 96 and below, I can consider having completed what I promised”, Dacic said.

Kosovo officials, on the other hand, continue to accuse Serbia of using corrupt practices, arms sales and visa-free agreements with different countries to oppose Kosovo. Kosovo institutions say that officials in Brussels have also announced those facts.
