Out of a total of 144 bills that have been on the agenda of the Assembly this year, only 28 have managed to adopt, until all other bills that remain in the procedure will return to zero with the dissolution of this legislature on August 22nd, 2019. Failure to adopt these bills is expected to harm the country's development processes. So it has at least considered MP from the ranks of the Democratic Party of Kosovo (PDK), Hajdar Beqa.
He has said that “Zerin” that all the hard work done will be turned to zero point, as all laws that have not been passed in the new legislature will be returned from the start.
“Normically, many laws have remained in Parliament without approval, even though they have been passed on to reading first and working groups, but have come to the session and have not been voted. According to the Parliament Rule, all laws that have not passed the second reading where new institutions and new legislature come, turn back and everything comes back first. I consider it a little harm to Kosovo development processes”, he has said.
While he said all the laws were important, Beqa isolated the Penal Code, which is more advanced than the current code. There are many bills, there are also international agreements that are an agreement to pass on the day of the Parliament's distribution. I consider it important to be the Penal Code, which is far more advanced than the current code left in the legislature. But each law has its own importance in the field that covers”, he stressed.
