Behgjet Pacolli's failed diplomacy, only two recognitions on a warrant

Kosovo's February 17th 2008 declaration of independence brought a new challenge to diplomacy -- that of recognition by key world states. Since the declaration of independence, Kosovo has been recognised by a total of 116 states.
The term of current Foreign Minister Behgjet Pacolli's mandate is known as the most reggressive in this regard.
That is because since 2017, when he assumed this position, only two states have recognised Kosovo.
Integrated Affairs Knower Africa Hoti lists the two main problems of diplomacy in this regard.
However, he says such a thing has been characterised in the preliminary mandate at the foreign ministry.
“The reggressiveness of Kosovo recognitions has not been specific to the last government mandate, but it has been specific of the last two mandates. These have come as a result of internal and external developments. In the sense of these insides is that in these two mandates we have failed to consolidate powerful power in addition to internal developments to focus also on foreign policy to get the largest number of recognitions”, Hoti points out about news.net.
Speaking of the external aspect of the problems, Hoti cites dialogue with Serbia, as well as the absence of MPJ staff professionalism.
According to him, this has been fully exploited by Belgrade.
“on the outside is linked to a very fragile foreign policy, and to a very non-professional and unstable external service that normally did not give away its effects. This should also be added to the negotiation trajectory between Kosovo and Serbia, which has been fully exploited so that Kosovo does not get new recognition”, he says.
And until the announcement of extraordinary elections, the number of recognitions is expected to remain the same.
From Foreign Minister Behgjet Pacolli's cabinet, they have not clarified whether any state is expected to recognise Kosovo this period, but has not received one.
Neither have other Pacolli Ministry officials answered the same question.
The last state that has recognised Kosovo is Barbados. Before that, in November last year, Kosovo has also been recognised by Madagascar.
