In a statement issued today, the foreign affairs ministry has said it has not been able to allow the transport of these weapons due to a 2014 European Union embargo. No more details were given in the statement.
Russia faces international sanctions after in March 2014 it annexed the Crime Peninsula and has consistently supported separatists east of Ukraine.
Serbia has complained about Romania's ban.
Russia is providing Serbia with military equipment, increasing concerns in the European Balkan region.
