Intervening in the Council of Quality is like interfering with court work

Education affairs director Dukagjin Popovci has declared that the non-recognition of three public universities and some colleges for a year is a message to all institutions of higher education that it should really start meeting quality standards, until it has added that some of the politicians have business interests in these educational institutions, [...]
Popovci, commenting on the Council of Quality's decision, has said he is not surprised as there has been a significant number of higher education institutions have problems meeting certain standards.
He said the Council of Quality has launched an independent decision-making and made the decision not to discredit three public universities and several colleges.
I think this decision is based on the thoughts given by experts, we're now realizing that it hasn't been the same experts in all institutions against what was originally thought, so this adds to the stability of decisions because it can't be talked about the bias of two or three people, but it's about the more tight criteria that have long been defined, and now these institutions have a year to address the remarks, then the second accreditation comes, and if they happen once again to be not recognised, then they have to shut down <x> he said.
He in an interview for Kosova Press has said unaccredited institutions have been denied a one-year apology, which means existing students can continue studies, but those institutions cannot register students within this year
“This is a message to all institutions of higher education that it should really start to meet quality standards even in those areas where they consider it difficult to do so because we are part of a European space of higher education and Kosovo cannot eternally isolate itself from the remaining“, he said, as long as it speaks to members of the Council of Quality.
But for no one, I don't think it's Mafia, so no one has a biography like that to be labeled Mafia. Now they're politically oriented I don't know, but I don't see any of them having business interests in any of the private or public institutions as suggested. On the other hand, we in politics have people who have business interests and who have been putting pressure on all these years so that the aggrieves are made just as“has become, he said.
Popovci commenting on the statements by Education Minister Shycheri Bytyqi for Council members, has said he sees no conflict of interest, but if there is a legal way.
The State Council of Quality is an independent body, that is, it should not intervene either the ministry or the Government, nor the Parliament because that body has been chosen to make decisions independently of political influences and normally every state has educational policies and, under these policies, it would be expected that the ministry would help universities achieve standards, respectively, before the process of institutional accreditation comes, to control or meet all the conditions, or need any additional assistance, when the decision is taken, then it is in vain to intervene on an independent body's affairs as it is currently involving the work of the courts,<> he said.
According to him, an intervention in 2017 has cost only from ECAR and with the deregulation of the Agency's status in ENKA, from full-fledged members to members under observation and is in the process of evaluation.
He added that ENCA has brought a preliminary report without recommendation, where there are even critical points of praise for these actions and in September The ENCA will decide whether the Accreditation Agency will be a further member of the ENCA, until it believes that any political intervention that violates the independence of the Agency will result in the decision to be excluded from the ENCA, and that actually brings the isolation of Kosovo's higher education from higher education in Europe.
But there was some criticism of the wisdom test.
“Ay has been following a lot of mistakes and there have been questions that have sometimes been followed by three correct answers, sometimes they haven't had any correct answers, so there's not after proper preparation and that's been compromised by this process and it hasn't finally come up with a test of knowledge but it's come up with a test to show that there's an institution that's called educational, culture, where I know it's working in schools, so I just don't see the benefit of that test“, he said.
Popovci has said that no deep job market analysis has been made, to be oriented then, but about a third of about 120 thousand students study law and economics.
Education salaries in Kosovo, according to him, are the highest in the region and our country does not have the opportunity for these salaries, as over 85 per cent of the budget for pre-university education goes to teachers' salaries and what remains for schools. The rise in wages, according to him, did not affect the rise in quality, since it is not related to any kind of demand for additional responsibilities.
