International stance following prime minister's resignation

Following Kosovo Prime Minister Ramush Haradinaj's resignation, due to the invitation to interview in The Hague by the specialised prosecutor, foreign embassy officials operating in Kosovo are demanding that a functional Government be formed as they have said to continue dialogue with Serbia.
However, internationals have refused to respond specifically whether the country should go to early parliamentary elections, as the prime minister and most parliamentary parties in the country are looking for, or form a technical government to pave the way for Pristina's (Pristina) dialogue.
