Auditor identifies many irregularities in public enterprises

Lawless advancements, misregisterment of insurance spending, acquisition without procurement, and procurement sharing are some of the weaknesses the audience has found in the company “Horticulture”, which deals with maintenance of green spaces.

While testing 19 samples, in 12 of them the audience says it has found that the company has not developed procurement procedures at all, Koha Ditore writes today.

Of them, nine samples were furniture supplies and office inventory, and three other cases of information technology.

“Blease of furniture and other equipment, bypassing procurement procedures, has contributed to the favouring of a certain economic operator and has damaged free competition and transparency”, says the National Auditing Office Report.

In addition, the audience stresses that the chief executive chief had approved employees' requests to provide advance in many of the 50 to 100 euros.

According to the main book, for 2018, an advance worth 15,009 euros has been allocated, with 14.489 euros earmarked for company workers.

The audience says the company did not have a written legal or political basis for providing advantages to workers.

The report also stresses that the company, on the occasion of Fiter Bajrami's holiday, had paid 95 employees by 50 euros, while the total payment value had reached 4750 euros.

The payment was made despite the fact that the company has been in the process of restructuring due to poor financial situation during 2018, as a result of a 2017-losing operation.

The audience stresses that the company's internal regulations do not anticipate such payments.

“Spending the company's financial means for payment of compensation until operating at loss will affect delays and payments to suppliers and other parties, causing additional penalties and obligations”, the Auditor Report says.

Numerous audits have been found in staff recruiting at the regional company “Cleaning”. The report for last year reportedly has been realised in a complete lack of transparency.

The passage of procedures, which are meant to ensure transparency during the recruiting process, according to the audience, could result in manipulation of results by persons involved in the process.

The improper planning and implementation of procurement procedures is presented as another weakness of the company “Cleaning”.

“The signing of contracts that are not envisioned in the procurement plan and the failure to develop those planned reflect in weaknesses in the procurement process by damaging transparency, eliminating competitiveness and questioning the quality of the accepted services/products for the given money, increasing the risk of effective and efficient nonrealisation of the company's” targets, the Black Report says.

For each of these companies, the National Audition Office has provided dozens of recommendations in various areas.
