The Council of Ministers in the preliminary conclusion did not make the decision to remove visas from citizens of the Republic of Kosovo even after a series of proposals made in the last two years for such a thing to happen, and even after meeting all the set criteria.
This fact has upset Prime Minister Ramush Haradinaj, who has been dealing with the precise translation of Article 54 of this preliminary conclusion, where the importance of this issue is stressed and the proposals undertaken in the past are mentioned.
