For the incident, the 64-year-old captain, Ukrainian citizen, is considered suspected of careless behavior in water traffic.

The ship carrying tourists from South Korea was flooded seven seconds after the crash.

Hopes have already waned that any of the 21 missing persons will be found alive.

A criminal investigation has begun on the incident. Such cases rarely occur on the Danube, where navigation is generally safe.

The South Korean Foreign Ministry said tourists had no life jackets.
