Moghrin: The KSF can't become a law force

The European Union's top representative, Federica Moghrini, has again talked about the formation of the Army from the Kosovo Assembly.

Through a statement issued to the European Commission, Moghrin has said the KSF mandate should be changed only through a gradual process.

According to Moghrin, this process should be in full compliance with the Kosovo Constitution.

“Sic also stressed the Commission's response to the written question, the Kosovo Assembly has adopted legislation on the Kosovo Security Force on December 14th 2018, in which the High Representative immediately reacted through a statement by the spokesman, just as the (NATO) did. The European Union continues to share the view that the mandate of the Kosovo Security Force should be changed only through a comprehensive and gradual process. The process must be in accordance with the Kosovo Constitution”, Moghrini has said.

Mogherin has further said the EU hopes Kosovo will respond to its obligations based on agreements reached in Brussels.

The European Union, on various occasions, reiterated its hope for Kosovo to continue to maintain its obligations under the first agreement reached in Brussels in April 2013 and its security agreements. NATO has publicly declared that it will continue the mission of the Kosovo Force (KFOR) to ensure a safe environment in Kosovo and that the North Atlantic Council will review NATO's level of engagement with the Kosovo Security Force”, Moghrini has said at the end.

We remember that the Kosovo Assembly on December 10th had voted three bills for KSF.

The full process of transforming the KSF into the army is set to take up to 10 years.
