The health insurance law from the Ministry of Health was also stated that failure to implement Kosovo citizens is another flaw.
The dean of the professional Health Pedagogy programme at Heimer College, Bernard Tahirbegolli, said primary health care is very important for a country, and for this state still needs to be dedicated to financial means for this health sector.
Tahirbegolli said that the inclusive “quagmire” has been chosen as the topic, because even the World Health Organization is committed to universal health coverage.
Primary Health Care Division leader Albana Morina said this minister drafts policies for primary care, but said Kosovo needs more than 400 family doctors, given the number of residents.
While Jevat Ukaj from the Health Fund said health in Kosovo throughout the post-war period has not been in priority of the Kosovo government.
Uka said patients' demands for financial support are greater than the means in the Health Fund.

While MP Fatmire Kolcak said that failure to implement the Health Insurance Law makes Kosovo uneven with the countries of the region. According to her, any postponement of the law on health insurance is in favour of insurance companies. So she has demanded that the law be implemented and the monopoly be broken for this field.
Ilir Hoxha projector at Heimer College said that compared to secondary and theatre health services, primary care is functional in health care, but that there are barriers to access to this sector (financial career).
