The Kosovo Institute for Justice (IKD) has estimated that employment on party and family bases in public institutions and enterprises has degraded the whole institution of competition.
Betim Musliu, from this institute, told Radio Kosovo that this kind of employment leaves out candidates who can meet the competition criteria.
This is the best evidence that in Kosovo only through these links you can find a job. But since in this case we have a degraded public administration and with the integrity opposed to what has come a situation that needs to become a comprehensive filtering, so that we have services that are simply necessary for citizens”, Musliu said.
According to Musliu, employment on family and party grounds and bypassing the contest has damaged the country's administration, since, as he has said, this kind of employment is also exploited for the performance of corrupting works.
The greatest “Dable to institutions and public enterprises is: In terms of the performance of these institutions, and also the possibility of having a corrupting activity from these institutions, which can be misused by individuals who have interests through people who delegate them to these institutions, which are thus employing them on the basis of these illegal links”.
While, Florent Spahija, from the Kosovo Democratic Institute, said any employment outside the rules laid down by law is damaging to the institution itself.
According to him, this type of employment contributes to the creation of a poor, non-professional administration.
Many processes can wait without being done, many processes are not completed over time, must be learned from the beginning, or if in certain matters they have no competence to conclude a matter, it also causes other trouble, because other officials must also do the work they are forced to do. So part of the staff is overworked, while others remain at large and receive undeserved wages”.
The last few days in Kosovo have been reported to media for numerous employees of family members of state officials through institutions and public enterprises.
