It was the promise of two governments -- the one in Kosovo and Albania -- which in late December had also signed agreements, but now Albania has backed off from the border-free deal, KTV reports.
In late March, Prime Minister Ramush Haradinaj had said this has happened because of some obligations Albania has with the EU.
Citizens say there should be no borders between the two states, but have lost confidence in institutions.
The opposition in Pristina says the reason this issue is stuck is the EU's reaction.
Glauk Konjufca from Vetevendosje says he has had the chance himself to speak to Brussels and Pristina with international actors who have said that removing the border poses a major problem.
At the time this idea was made public by top state officials in Kosovo and Albania, Serbia had reacted sharply, saying that is how big Albania is living.
