In the draft conclusions of the Berlin Summit, published by the media close to Kosovo's ambassador to Germany, there is no mention of two hot themes: border correction and tax removal to Serbia.

In this draft statement, where the conclusions of the co-chairees, which can change after the meeting, are unknown.

There is no mention of the correction of borders, which has been promoted so far as an idea for reaching a final agreement between Serbia and Kosovo.

Berlin, April 29, 2019

Today, we, the heads of state and government of Albania, Bosnia and Herzegovina, Croatia, France, Germany, Kosovo, Montenegro, northern Macedonia, Serbia and Slovenia, and High Representative of the Union for Foreign Affairs and Security Policy Federika Moghrini met together in Berlin.

Recalling the common European future of the Western Balkans, they praised the successful agreement reached between Greece and Northern Macedonia over the name dispute as a remarkable example of a successful conflict settlement. They highlighted the importance of an agreement on the full normalisation of relations between Kosovo and Serbia, stability in the region and the European perspective of Serbia and Kosovo. They agreed that such an agreement should be comprehensive, politically stable and contribute to stability in the region. Serbia and Kosovo agreed to speed up commitments for implementing existing agreements and to be constructively re-admissioned in normalising the EU's most mediating dialogue, with the goal of reaching a defined and comprehensive agreement.

Participants highlighted the importance of a transparent and inclusive negotiation process, which will be accompanied by efforts to boost trust. Participants agreed to intensify efforts to establish regional economic areas. All participants reaffirmed their determination to co-operate in the framework of the so-called Berlin Process. Free trade, co-operation on security issues, youth exchanges and reconciliation are the main pillars of the process. They reconfirmed support for the Regional Office for Youth Co-operation (RYCO). They welcome the upcoming Poznanj summit in Poland. Participants agreed to freeze their co-operation in preventing radicalism and combating terrorism and illegal trafficking of small and light arms, as well as irregular migration.

Participants highlighted their firm commitment to democracy, rule of law and good governance, fighting corruption and organised crime, and strengthening the role of independent civil society and media. They agreed that sustainable reforms are key to the European perspective of the region and strengthening the sustainability of societies to the challenges of our time, both domestic and external. They reaffirmed their commitment to stability in the region.
