Still unknown is what will happen with Kosovo- Serbia

However, the question of continuing talks in Brussels remains unclear, since the Kosovo government still keeps the tax imposed on goods coming from Serbia in force. The latter has released talks in November last year, conditioning dialogue on abolishing the 100% tax.

The state team for talks with Serbia recently has been busy finalising the processes, after which they would have the legitimacy to hold talks with Serbia in Brussels.

The ruling parties in Kosovo, despite the opposition parties' failure to reconcile, managed to approve in the Kosovo Parliament the dialogue platform with Serbia, but it is not known whether they will manage to move away with talks in Brussels until Kosovo Prime Minister Ramush Haradinaj withdraws the executive decision on the 100% tax on Serbian goods, set in November 2008.

Official Belgrade has declared they did not sit at the negotiating table until taxes are lifted on Serbian products.

Meanwhile, Kosovo has been asked to suspend the tax from both the United States and the European Union. However, Kosovo's prime minister continues to stand firm on the tax stance, which he says will be attracted when Serbia recognises Kosovo's citizenship.

The recogniser of political issues, Behlul Beqaj, says that while official Belgrade considers that resolving the issue with Kosovo is at the border between Serbs and Albanians, the tax should be even more powerful.

“Their official position in the dialogue process is the correction of borders, so as Serbia has this concept of dialogue, I believe the tax should be even more powerful than it has been so far because it is presented as an obstacle to the territorial integrity of Kosovo”, he says.

E Life Krasniqi from the Kosovo Democratic Institute says the tax is covering deeper discussions about the Kosovo-Serbia dialogue process.

“Taxa is covering the discussions that are deeper about the Kosovo-Serbia dialogue process, discussions related to changing borders, these topics that we're hearing recently, changing borders, the Albanian-Serbian issue, it's just an excuse for discussions behind scenes, or even what we're seeing between institutions, and the lack of consensus among institutions, heads of state and political spectrum about Kosovo's approach to Kosovo-Serbia”, it declares.

According to her, there is an urgent need to build a general state consensus on the issue of Kosovo-Serbia dialogue, since she says there is still polarisation among the positions of the heads of state.

Krasniqi emphasises that there should be a common position, but not jeopardising Kosovo's citizenship, given its declaration of independence in 2008.

Analyst Behlul Beqaj, says the negotiating team's issue is behind good ideas, but citing President Trump's letter sent to Vuqi and Thaci, Beqaj says Kosovo's state team can only go to Brussels for the sake of the site.

On the platform voted by the Parliament of Kosovo, it is stressed that Kosovo expects the process of dialogue to intensify and accelerate in 2019, with the goal of reaching a final, comprehensive and legally binding agreement between Kosovo and Serbia.

Serbia continues to condition tax suspension dialogue, meanwhile the international community and Kosovo's main powerful ally The US is constantly calling on Kosovo to review the tax decision so as to resume Kosovo-Serbia dialogue as soon as possible.
